An Overview
The Fiscal Officer II will supervise and manage the department’s financial operations including analytical work required for the development and formulation of department’s annual operating and capital budgets required to support operating programs; execution and management of approved operating budgets by department staff and/or contractors; the exercising of program controls over the obligation and expenditure of appropriated funds; and the provision of administrative management services. The completed work generally contributes to other departmental/divisional programs and affects the reliability, accuracy or acceptability of the outcome of such programs. An incumbent independently conceptualizes, organizes and carries out most work assignments under minimal supervision. Special assignments are outlined by the supervisor in terms of the end product required. Written guidelines are available for use in most City/State financial management matters. The incumbent develops departmental procedures for use in various other program matters.

What You Should Bring
The ideal candidate should have knowledge of administrative processes including budget formulation and fiscal management, accounts payable, human resources and procurement. The candidate should possess the ability to communicate clearly and effectively both orally and in writing; have strong math skills; the ability to perform complex analyses; maintain financial records; and prepare reports and statements as needed. The ability to understand and follow and provide complex verbal and written instructions is required.

The Opportunity – Examples of Work
  • Conducts financial analysis to aide in the development of the department's operating and CIP budgets;
  • Analyzes complex budget and financial matters, and makes recommendations regarding problems and solutions to budget issues such as reductions, increases, and alternate methods for meeting departmental programmatic and budget goals;
  • Develops monthly financial reports for tracking and analyzing budgets;
  • Manages the department's operating budget and reviews and approves payment vouchers for goods and services obtained in operating programs and capital improvement projects;
  • Reviews and approves payment vouchers and agency purchase orders for the department after verifying that the documents are in compliance with City procedures and regulations;
  • Provides timely reporting as required by the Office of Management and Budget and the Department of Finance;
  • Oversees the department's Capital Improvement Program (CIP) budget;
  • Resolves problems pertaining to purchasing and budget issues;
  • Recommends budget adjustments and alternative methods for meeting budget goals to the Director and Division Chief of Administration;
  • Prepares budget forecast/projection reports of general fund expenditures for the department;
  • Supervises department fiscal staff;
  • Performs related work as required.

Minimum & Additional Requirements

Four Year College Degree; three years of experience in positions involving public administration, public financial planning, public budgeting, government accounting, electronic data processing, procurement contracting and personnel management; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Master's degree; six years of progressively responsible fiscal experience in local government financial operations, which includes budget preparation and forecasting and expenditure accounting and tracking. Extensive use of the Microsoft Office Suite to include advanced Excel skills, including proficiency with functions such as VLOOKUP, pivot tables, and complex formulas for data analysis and reporting and use of ERP systems.

The Department of General Services (DGS) is a first response department and as such all DGS employees are deemed essential or emergency personnel and maybe required to report to work when the City government is open with liberal leave or closed during emergencies.
