An Overview
The Department of Transportation and Environmental Services (T&ES) Streets & Sewer Maintenance Division is seeking a Stormwater Engineer (Civil Engineer III) to perform professional and technical work to manage the Stormwater & BMP Maintenance Program. This position will also lead a stormwater maintenance team and manage or participate as a team member in special program studies and the planning, design, and contracting of stormwater and green infrastructure stormwater quality best management practice (BMP) maintenance projects.
Work is performed under the supervision of the Maintenance Engineering Manager and in close cooperation with other division staff.
The Stormwater Engineer take a highly proactive approach to work, think strategically to formulate solutions and possess strong verbal and communication skills to work effectively with the public, coworkers, consultants, and elected officials.

Minimum & Additional Requirements
The Ideal Candidate
To qualify as a Civil Engineer III, you must possess a bachelor’s degree in civil engineering or other related field, and five years of professional experience or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Preferred Qualifications
To be considered as an ideal candidate, you must have five (5 )years of experience in civil engineering practices and the ability to prepare and review civil engineering plans; have the ability to inspect, design and provide maintenance on structural green infrastructure stormwater quality facilities; possess the capacity to perform or review technical stormwater calculations for the design and analysis of stormwater facility BMPs; have familiarity with Virginia Stormwater Management Program (VSMP) and Chesapeake Bay regulations and requirements for development; stay abreast of new technologies and approaches to stormwater management; and possess the ability to communicate effectively with staff members, citizens, engineers, applicants, and contractors.

The Opportunity
- Performs project management activities and/or participates as a project team member in the planning, selection, design, and/or contracting of stormwater maintenance and non-structural stormwater facility green infrastructure BMP projects;
- Provides technical support and develops cost estimates for projects;
- Manages the routine inspections of Hot Spots, City owned BMP and stormwater facilities and submits reports to City staff and VDEQ.
- Performs preliminary reviews of assigned projects to identify potential problems and recommend alternative solutions; attends pre-construction and in-house design review meetings;
- Reviews and checks maintenance and construction plans and specifications for completeness and code compliance;
- Prepares and maintains technical and administrative operating records and reports;
- Provides oversight and supervises City maintenance and construction projects, studies, investigations, and
- Works closely with contractors;
- Investigates and coordinates stormwater service requests with BMP inspector and Stormwater Maintenance team.
- Supervises the BMP inspector and works closely with the Stormwater Maintenance supervisor and team;
- Prepares stormwater maintenance weekly, monthly and yearly reports;
- Leads the stormwater maintenance team and conducts site visits as necessary to support appeal review
- Collaborates with staff to address stormwater infrastructure needs for Chesapeake Bay TMDL Action Plan and Municipal Separate Storm Sewer (MS4) Permit compliance;
- Provide professional, accountable, responsive, and courteous customer service; and
- Other duties as assigned.
