The Deputy Emergency Management Coordinator develops, revises, and operationalizes various emergency management-related plans, including the City’s Emergency Operations Plan (EOP), oversees a number of preparedness-related activities (e.g., community outreach and engagement, volunteer coordination), and supports all aspects of the City’s emergency management program, including responding to emergencies in the field and emergency operations center-setting and supporting large-scale planned events.

The ideal candidate is expected to be comfortable working with senior leaders and elected officials to understand, guide, and deliver upon established objectives. The candidate is expected to work autonomously under the guidance of the Emergency Management Coordinator to carry out responsibilities independently and with awareness of departmental policy, City Administrative Regulations, command structure, and cultural and human resource issues and sensitivities. The candidate should have thorough knowledge of exercise design, exercise development, and exercise execution; experience coordinating and motivating exercise planning teams, communicate effectively, work well under stress during project deadlines and in the preparedness, response, and recovery to natural or man-made disasters; and have strong conflict and crisis management skills. The ideal candidate will demonstrate the ability to successfully handle multiple projects, produce professional written and verbal communication products, have strong interpersonal skills, and demonstrate a willingness to work a flexible schedule, work outside regular business hours, and work other duties as assigned.
About the Department
The Alexandria Fire Department provides fire, and emergency medical services with capabilities for responding to a wide range of occurrences, including fire protection to a 15 square mile city. We employ more than 250 professionals, which include firefighters, paramedics, fire prevention staff and administrative support. A network of ten stations protect 15 square miles. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations and the Special Operations Team.
The Opportunity
- Assists with the coordination of the overall City response to disasters and emergencies;
- Develops, establishes and implements plans, policies, and procedures for City-wide emergency management;
- Serves as a liaison to the Virginia Department of Emergency Management, the Virginia Office of Commonwealth Preparedness, the Federal Department of Homeland Security, and the Federal Emergency Management Agency;
- Represents the City in regional, State, and national emergency management and homeland security efforts;
- Coordinates emergency response efforts with non-governmental entities including hospitals, Red Cross, utility companies, and others;
- Serve in the capacity of the Coordinator of Emergency Management in his or her absence
- Oversees, coordinates, and facilitates the development, implementation, and evaluation of City plans for response to disasters and emergencies, as well as to local, regional, and national special events;
- Coordinates with surrounding jurisdictions to develop and evaluate regional response plans;
- Assesses and analyzes information and makes authoritative decisions regarding initiation of emergency notifications and response actions;
- Initiates emergency notification to City officials, staff, and the public of impending or actual disasters or major emergency events;
- Manages and maintains City alert and notification systems;
- Monitors and utilizes various regional emergency communications systems, such as the Washington Area Warning System (WAWAS), Regional Information Communication and Coordination System (RICCS), Emergency Alert System (EAS), and WebEOC;
- Supports the activation and functions of the City's Emergency Operations Center (EOC);
- Manages and maintains EOC equipment, resources, and data systems, ensuring EOC capability and readiness in an emergency activation;
- Assists in the management of State and Federal grants, contracts, and projects supporting emergency management program activities;
- Supports the management of grant reimbursement efforts under the Federal Robert T. Stafford Disaster Relief and Emergency Assistance Act and other Federal and State funding sources to facilitate the City's economic recovery following disasters and major emergencies;
- Recruits, trains, and manages volunteers to assist the City in emergency preparedness and response efforts;
- Supervises volunteers in the EOC, as well as at incidents and special events, and in support of emergency preparedness public education activities;
- Manages the Community Emergency Response Team program;
- Serves as liaison to the City of Alexandria Citizen Corps Council;
- Develops, manages, and implements a variety of community-based emergency preparedness training and education programs;
- Plans, organizes, and conducts emergency preparedness presentations for citizen and neighborhood groups, businesses, and other members of the public;
- Performs related work as required.
Four Year College Degree; Completion of the FEMA Advanced Professional Series, Certified Emergency Manager (CEM) certification by the International Association of Emergency Managers or certification by the Virginia Emergency Management Association as a Professional Emergency Manager (PEM); completion of the Homeland Security Exercise and Evaluation Program (HSEEP) training course; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.This class specification provides a generalized representation of positions in this class.
