The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City’s residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria’s ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for over the past 19 years.
An Overview
The Department of Information Technology Services (ITS) is seeking a Division Chief for the Enterprise Project and Portfolio Management Division. He or she will be responsible for the overall project and portfolio management function within ITS and will provide leadership and direction. The successful candidate will define and maintain a uniform approach to project management and serve as a change agent, providing continuous improvement through improved and enhanced methodologies. This position reports directly to the City's Chief Information Officer.
The successful candidate will:
- Have full technical knowledge of all phases of project management to include the stage gate processes.
- Have seven or more years of progressively responsible technical project management experience, with sensitivity and commitment to business problem solving.
- Have five years of experience successfully managing complex projects.
- Be skilled in providing customer service, communications, problem solving, and conflict management.
- Possess effective influencing and negotiating skills.
- Establish standards and procedures for project reporting and documentation.
- Ensure that project goals are in line with business objectives and have strong knowledge of business needs.
- Experience in capacity planning and demand management that will assist in prioritization of goals.
- Have experience in structuring, building, and motivating high-performing teams.
- Be able to support a tactical resource plan by mapping future strategic goals.
The Opportunity
The Division Chief of the Enterprise Project and Portfolio Management Division is an important team member of the Information Technology Services (ITS) Department and oversees a team of Project Managers that are responsible for the implementation of critical enterprise projects. Examples of duties include:
- Project Governance Oversight: Lead the development, implementation, and continuous improvement of project governance frameworks and policies. Ensure all projects adhere to established governance processes, methodologies, and best practices.
- Project Planning and Monitoring: Managing project scope and project schedule; assigning resources to tasks, track progress, manage risk, escalate issues, and manage customer expectations.
- Issue Tracking: Developing mechanisms to track project and system issues, assigning action items, tracking item resolution, and escalating issues to appropriate levels of attention; documenting and communicating key project decisions.
- Customer Management: Engaging and managing stakeholders at varying levels of the organization; partnering effectively with assigned liaisons at each agency to understand how customers use systems and their priorities; coordinating activities that impact end users.
- Transformation: Guide sound business process analysis and needs assessment prior to advancing the project for funding.
- Communicating: Setting up efficient project team communications; communicating with customers regularly with status updates and project meetings; facilitating efficient meetings and collaborating and sharing information as needed through dashboards or other means.
- Change Management: Structuring a process for decision making, including establishing decision criteria, identifying decision makers, defining process for how decisions are made, and framing issues/changes at appropriate level of detail.
- Vendor Management: Managing vendor relationships, monitoring contract scope, escalating issues within vendor organizations, prioritizing work/change requests, coordinating various vendor teams to ensure efficient achievement of goals, and understanding vendor contractual management, and support structure to effectively get needed support. Support project procurement activities including drafting Statements of Work (SOW's) or Requests for Proposals (RFP's).
- Interfacing senior managers to provide strategic and tactical advice on program/project planning and execution;
- Overseeing development and deployment of enterprise project controls tools, methodologies, and systems.
- Provide subject-matter expertise drive the organization to a lean and agile governance process that maintains control and compliance but improves project team effectiveness and decision making.
- Participates in budget development and management activities for both operating and capital budgets;
- Ensuring tactical plans support long-term strategy.
- Is a change advocate, influencing desired outcomes and results for efficiency, quality and value
- Other related duties as assigned.
Bachelor's degree in Computer Science, Information Technology/Systems, Engineering Science, Business Administration or a directly related degree. Five years project management experience in an IT environment; including successful oversight of large, complex projects or programs including portfolio management. Any equivalent combination which provides the required knowledge, skills and abilities.
Licensure: CBAP, PMP, ITIL, PgMP or other project management certification is preferred.
All the above, plus: both local government and technology project management experience; 7 years progressive project management experience; experience managing a project management office; experience managing a project with a budget greater than $3M; possess valid PMP, ITIL or other related technical certifications.The position may require occasional after-hours assignments in support of City government.Salary : $101,865 - $179,262
