An Overview
The Fiscal Officer III oversees the management of all fiscal matters for the Sheriff’s Office. This includes the City departmental budget, the State Compensation Board budget, supervising, and conducting analytical and evaluative work involved in budget formulation. This includes planning, organizing, and directing the preparation of both operating and capital improvement budgets, providing analysis to guide financial and funding-related policy decisions, and leading the development, implementation, and maintenance of fiscal and operating reporting systems.

Duties and Responsibilities
- Manages all budget, fiscal, procurement, billing, grant, revenue, travel, reconciliation, and audit activities for the Office.
- Oversees and supervises the preparation of operating and capital improvement budgets, supplemental requests, budget revisions, and budget justifications.
- Prepares the Office's annual budget with full authority, analyzes variances, and is accountable for results.
- Implements and manages monthly forecasting of expenditures and revenues to assess the overall impact on the general fund for City budget planning.
- Signs budget transfers, budget changes, and submits ordinances through the City Manager's Office to the governing body.
- Directs and oversees purchasing card activity, payment processing, and deposits, ensuring compliance with all requirements and best practices, and supervises staff performing these functions.
- Interprets and sets procedures and guidelines.
- Directs and oversees the grant reimbursement processes, ensuring accurate accounting and financial reporting for grants, while overseeing high-level financial staff.
- Oversees all financial and reporting communication with state and federal grant agencies, acting as the primary point of contact for high-level grantors.
- Serves as liaison for all auditors and grant reviewers.
- Prepares financial analyses for developing and monitoring the Office's budget, providing the Sheriff with recommendations to inform policy and funding decisions.
- Develops procurement specifications and contracts to acquire goods and services.
- Manages and provides oversight for Inmate accounts and Canteen accounts.
- Supervises fiscal staff.
- Performs related duties as required.

The Alexandria Sheriff's Office is responsible for the operation of the William G. Truesdale Adult Detention Center, security of the Alexandria Courthouse, service of court legal documents, execution of court orders, transportation of prisoners, and general public safety and law enforcement.
The Alexandria Sheriff's Office is a highly professional organization with a combined staff of 205, including sworn deputy sheriffs and civilian personnel. The Office is nationally accredited by the Commission on Accreditation for Law Enforcement Agencies, Commission on Accreditation for Corrections, and the National Commissionon Correctional Health Care. The Office has been honored by the National Sheriff's Association with the prestigious "Triple Crown Award" for achieving these accreditations. The Office is also Virginia State certified by the Department of Criminal Justice Services and the Department of Corrections.
Four-year college degree in business or public administration, public policy, government finance/accounting, financial management; Extensive experience as a senior budget or policy analyst.
Master's degree in public administration, government finance, public policy or related field; five to seven years as senior policy or budget analyst; supervisory experience; experience in public speaking, teaching and/or leading large groups; ability to design and complete complex projects independently.
