Overview
The City of Alexandria's Department of Human Resources (DHR) is seeking a Management Analyst III. This position is responsible for budgetary and financial management of the department’s approximately $6 million budget and oversight of the City’s access badge program. The Management Analyst III works across all divisions of DHR and supervises one HR Technician. This position will assist in the development of guidelines that are based on acceptable industry and legal practices, Administrative Regulations, Information Technology Services (ITS) standards and practices, and other internal departmental procedures and policies. The Management Analyst III will apply communication, analytical and problem-solving skills to help the department achieve its’ strategic goals.
The Opportunity - examples of duties include:
Conducts research and assists in developing the department budget; maintains knowledge on current information and best practices; and keeps leadership advised of budget status and concerns;
Independently manages small purchase procurements, software licenses and contract expirations; coordinates with the Purchasing Division on larger procurements;
Acts as primary liaison with the Finance Department and the Office of Management and Budget;
Manages the purchase card for the department and ensures that reconciliation reports are submitted on time;
Supervises front desk DHR staff, maintains office needs and ensures coverage during work hours
Serves as the DHR point of contact for Freedom of Information (FOIA) requests and complies with timelines for responses;
Acts as the DHR point of contact for supplying information and responding to the Virginia Employment Commission related to personnel onboarding and terminations;
Acts as department's liaison for facility matters;
Prepares budget reports and memoranda on fiscal project updates; presentations on budgetary and fiscal related matters as assigned; may present HR related materials and reports at DHR meetings;
Performs other related duties as assigned

If you are interested in learning more, click the City of Alexandria to learn more about our great City.Four-Year Degree in finance, accounting, business administration, public administration or related field; Considerable experience in a position involving public administration, program planning and evaluation, and the forecasting of budget and other program/departmental needs; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.Master's Degree; five years of local, State, or Federal government experience and at least five years conducting research and analysis; Advanced accounting theory, principles and practices for a variety of accounting transactions and problems; Government Finance Officers Association (GFOA) training and/or certification; Thorough knowledge of laws, rules, regulations and policies affecting the financial operations and transactions of the County; Auditing theory, principles and techniques in fiscal management and tracking.
Salary : $65,853 - $115,885
