The Overview
This role serves as the Payroll Manager for the Alexandria Fire Department (AFD), overseeing all tasks related to the City’s bi-weekly payroll processing. The position reports to the Fiscal Officer III and works closely with the Compensation and Human Resources Information Systems (HRIS) team to ensure employees are paid in accordance with relevant laws and regulations.
The role requires substantial experience in preparing bi-weekly payroll transactions, including auditing, adjusting, and reconciling payroll data. Additionally, it involves researching, evaluating, and processing employee pay adjustments, such as retroactive pay, overpayments, underpayments, and leave payments upon termination.
The Payroll Fiscal Officer I will also perform analytical and evaluative work involving formulation of budget estimates, and exercising program controls over the obligation and expenditure of appropriated funds. An incumbent independently conceptualizes, organizes and carries out most work assignments under minimal supervision. Special assignments are outlined by the Fiscal Officer III in terms of the end product required. Written guidelines are available for use in most City/State financial management matters.
The Ideal Candidate:
- Prepares personnel action forms (PAFs) to update salary, wage, leave, and other payroll details in the City’s Enterprise Resource Planning (ERP) system, Munis, for new hires, promotions, schedule changes, and other related adjustments.
- Reconciles bi-weekly payroll records between AFD’s staffing system and the City’s time and attendance system.
- Processes leave, pay adjustments, and other necessary updates to payroll records.
- Updates employee profiles, schedules, and assignments in both department and City payroll systems.
- Works with AFD staff and supervisors to address payroll and leave issues.
- Previous experience with local government budgeting processes is preferred; strong background in payroll processing is essential.
- Proficient in Microsoft Excel, including creating pivot tables and analyzing financial data through complex spreadsheets.
- Able to quickly learn the City’s ERP (Munis) and other related systems, including Microsoft Access, Telestaff, and Kronos.
- Meets with Project Managers to discuss expenses and upcoming project or program needs, to include creation of year end projections.
- Perform other duties as required.
About the Department
The Alexandria Fire Department employs more than 250 professional personnel, which include firefighters, paramedics, fire prevention staff and administrative support. A network of nine stations protects 15 square miles. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations and the Special Operations Team.
Four-Year College Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively-responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
At least one year of experience in in-house payroll processing and payroll accounting
At least one (1) to two (2) years of experience in in-house payroll processing and payroll accounting.

The starting salary range for this position is $62,719.28 to $87,924.20 (midpoint of the grade), based on qualifications and experience. The incumbent can eventually be awarded up to $110,373.64 (Step 20) with tenure and job performance.
