Qualifications
Education/Certification:
High School Diploma / GED
Valid Texas Driver License with acceptable driving record
Five (5) years' experience in meter reading
Class C Surface Water Certificate of competency mandated by TCEQ
Special Knowledge/Skills
Ability to multitask and prioritize workload appropriately.
Ability to operate a smart phone and computer
Must be responsible, reliable, and prompt.
Must establish and maintain an effective working relationship with co-workers, vendors, and the public.
Strong communication and interpersonal skills
Ability to maintain social awareness and calmly deal with irate customers
Essential Duties
Major Responsibilities and Duties:
Supervises meter readers and temp workers assigned to the department. Mentors, encourages, and trains all new hires and continues with assigned employees.
Full-time Employees Receive
Tools/Equipment Used: Common hand tools such as screwdrivers and shovels, pry bar, long metal poles, off-set wrenches, handheld electronic meter reading device, laptops, ipads, tablets, smart phone, drive trucks and cars. Common office equipment, copier, scanner.
Posture: Prolonged sitting, standing, balancing, kneeling, stooping, bending, stretching.
Motion: Frequent sitting to standing, frequent wrist and elbow flexion, fingertip gripping, twisting at waist, reaching, and occasional crawling.
Lifting: Frequent light to moderate lifting; occasional heavy lifting (up to 100 lbs. assisted).
Environment: Mainly outdoors, bright sunlight, extreme temperatures (high heat/freezing cold), exposure to wild and domestic animals, rodents, snakes, spiders, and bees/wasps, occasional irate/upset customers, brush, weeds, dust, dirt.
Mental Demands: Maintain emotional control under pressure; work with frequent interruption; may be subject to adverse confrontations; ability to assess workload and properly prioritize duties; ability to be cognizant of your surroundings while concentrating on your duties.

Essential Duties
Major Responsibilities and Duties:
- Drive city vehicle to various routes throughout the city to perform meter reading or meter change-out when needed;
- Maintain proper meter location maps;
- Prepares meter routing and assigns meter sequences for new meter taps;
- Supervises the loading and unloading of handheld devices for daily routes;
- Responsible for uploading the readings into the billing system;
- Responsible for keeping assigned city vehicles and metering equipment in safe and clean condition;
- Coordinates with water billing office to develop work assignments;
- Assigns work to meter readers and reviews, monitors, and evaluates subordinates' performance;
- Investigates questionable meter reading and illegal use of water/tampering;
- Conducts departmental safety meeting as needed;
- Prepares various reports on the meter reading functions:
- Assists in the annual budget process;
- Creates and submits requisition for materials and supplies;
- Assigns work to meter readers when they are inside and not reading meters;
- Responsible for making sure bank deposits and mail duty is completed daily.
