JOB DESCRIPTION
Title: Construction Project Manager
Grade Number: S13; exempt

NATURE OF WORK
The Project Manager is responsible for complete oversight of assigned projects and contracts from initial inspection until final clearance, for demolition, new construction, rehabilitation, hazards, healthy homes and lead abatement. Assignments are carried out in accordance with general written and/or oral work instructions. Federal, State and Local requirements and/or established occupational practices and procedures.
Essential Duties:
Prepares specifications and in-house cost estimates for assigned projects and arranges for public bidding
Maintains all records required by Federal, State and Local regulations concerning public bidding,
Advises property owners on steps required to bring the property into compliance,
Inspections work in progress to determine compliance with specifications and to ascertain completed work and invoicing,
Acts as liaison with public and privately-owned utilities and contractors to schedule and coordinate activities in the affected areas,
Acts as a mediator in property owner/contractor disputes,
Performs inspections, lead risk assessments, to identify hazards, prepares reports, enforces compliance and performs clearance testing for lead abatement,
Performs other related work as assigned.
SUPERVISION GIVEN/RECEIVED
Works under direct supervision and follows defined policies, procedures, and work methods to accomplish assigned duties.
No supervision responsibilities.
TRAINING AND EXPERIENCE REQUIREMENTS
High School Diploma required & continuing education including a Bachelor's degree or (3) years or more of experience in the construction field.
Equivalent combination of related education and experience.
Certification as a licensed Pennsylvania Department of Labor & Industry Lead Supervisor and/or Lead Project Designer and Lead Risk Assessor preferred at hiring or within (6) months of employment.
Certification of completion of the Essentials for Healthy Homes Practitioners Course either upon hire or within (6) months of employment.
KNOWLEDGE REQUIREMENTS
" Ability to identify and test for lead paint hazards;
" Ability to inspect and detect healthy home hazards;
" Knowledge of ICC construction codes, practices and techniques;
" Computer knowledge required for Microsoft Word, Excel, PowerPoint & bid specification software;
" Knowledge of HUD program requirements;
" Knowledge of EPA, L&I and OSHA requirements;
" Knowledge of Federal, State and Local requirements for public contracts and labor compliance, code enforcement and redevelopment.
" Use of cell phone, digital camera, tape measure, XRF analyzer and other associated equipment;
" Successful customer service experience and a proven ability to deal with the public.
SKILL REQUIREMENTS
" Ability to organize and manage time;
" Work independently to meet program objectives;
" Ability to read and interpret construction plans, blueprints and cut sheets;
" Ability to prepare clear and concise reports;
" Ability to write clear and comprehensive project specifications, floor plans and accurately estimate costs for construction;
" Applying communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public; sufficient to exchange or convey information and to receive work direction;
" Ability to deal courteously and tactfully with the public and establish and maintain effective working relationships with superiors, other employees, contractors and the public.
" Possession of a valid driver's license.
