Under administrative direction of the Support Services Manager of Public Works, plans, manages, prioritizes and supervises the inventory management and general supply programs, equipment maintenance, and fleet management operations activities within the Public Works department. Responsible for managing the preventative maintenance program for vehicles and equipment, management of records and inventory databases and management of contracts regarding maintenance of tornado sirens and sanitation. Provides oversight of the Logistics of Winter Weather equipment needs.

  • Perform applicable preventative maintenance repairs according to the manufacturer's guidelines on all vehicles and equipment utilized by the department. Operations include service trucks, heavy trucks, construction equipment, mobile power generation units, and winter weather equipment.
  • Manage the preventative maintenance program for all department vehicles and equipment.
  • Coordinate large scale repairs with appropriate vendors.
  • Manage and coordinate outside contracts/agreements with vendors that service department vehicles, equipment, and assets; including, but not limited to, Tornado Sirens and waste removal (sanitation, recycling, and construction debris).
  • Operates a variety of vehicles and equipment including backhoes, loaders, dump trucks, miscellaneous equipment and trucks, as needed to diagnose problems, deliver supplies, and check performance.
  • Complete and maintain accurate records of all maintenance and repair/inspections activities; respond to service requests, enter work order history, cost and parts inventory data into computerized asset management programs.
  • Coordinate the purchasing, customization, and maintenance of vehicles, equipment, and assets; generate requisition requests, submit invoices for payment and order specific replacement parts, as required.
  • Provide input and assist with monitoring expenses for the operating and capital budget. Participate in development and implementation of goals, objectives, policies and priorities.
  • Coordinate with vehicle and equipment operators for orientation and training.
  • Respond to emergency callouts as needed.
  • Manage the maintenance of the Winter Weather Equipment. Coordinating the install and calibration of the spreaders for the season. At the end of the season, this includes properly cleaning and storing the equipment. This also includes hosting an annual training session for the use of the Winter Equipment.
  • Ensure that the necessary winter weather supplies are available at the appropriate time at all designated salt loading stations.
  • Manage the public works yard supplies; including, but not limited to, stone, rip rap, sand, and dirt. Coordinates with fellow Public Works individuals to maintain an organized yard and bay to ensure operational efficiencies.
  • Researches and prepares technical, customized specifications for fleet vehicles, heavy equipment and shop equipment acquisitions and estimates vehicle outfitting/customizing requirements.
  • Reviews existing fleet and equipment to determine if new equipment or vehicle modification is necessary to ensure compliance with federal or state fleet laws and codes.
  • Manages department usage of radio database.
  • Recommends appropriate disposition of vehicles. Serves as a liaison for the Public Works department with Finance department to coordinate auction activities.
  • Maintain a clean, organized and safe work area; follow safety rules and guidelines.
  • Ensures compliance with all safety, environmental, and organizational policies and procedures.
  • Performs back-up support to front desk phone calls and walk-ins.
  • Performs related duties as required or assigned.

Knowledge of:

  • Knowledge of automotive mechanics; considerable knowledge of gas and diesel engines, transmissions, hydraulics, and generators; price trends and grades or quality of materials and equipment.
  • Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities.
  • Working knowledge of the practices, methods, materials and tools used in modern equipment maintenance.
  • Environmental regulations and programs relating to vehicles and maintenance facilities.
  • Maintenance and repair recordkeeping.
  • Procurement and financial practices, procedures, and techniques used to purchase and maintain a wide variety of fleet vehicle and equipment.
  • Technological development, improvement and trends in vehicle, equipment and fuels.
  • Automated fuel control systems.
  • Sources of technical specifications and information related to fleet vehicles, peripheral equipment and shop equipment.
  • Contract compliance and monitoring techniques to determine achievement of goals.
  • Current technology and trends in the profession.
  • Basic mathematical principles.
  • Modern office procedures, methods, and equipment including computers and supporting word processing, spreadsheet applications, and specialized engineering software programs.
  • Occupational health and safety standards.
  • Pertinent federal, state, and local codes, laws, and regulations pertaining to vehicles and related areas.
  • Principles and best practices of fleet management.
  • Principles of quality assurance/improvement programs.
  • Principles of purchasing including RFP, RFQ and single source specification formats.
  • Pertinent federal, state, and local laws, codes and regulations.
  • Organizational and management practices as applied to the analysis and evaluation of support serviced provision to the department.
  • Principles and procedures of recordkeeping.
  • English usage, spelling, grammar and punctuation.

 Ability to:

  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Perform responsible administrative duties involving the use of independent judgment and personal initiative.
  • Oversee and participate in the management of the operational functions and administrative duties including the planning, scheduling, directing, coordinating, and reviewing of assigned work across divisional work units.
  • Plan, direct and review the fleet management, maintenance processes and activities of the department.
  • Operate a variety of vehicles and equipment including backhoes, loaders, dump trucks, miscellaneous equipment and trucks.
  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Understand, interpret, and apply general and specific administrative and departmental policies and procedures.
  • Effectively represent the City to outside individuals and agencies.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research and prepare technical specifications for vehicles and equipment.
  • Analyze equipment, technology, supply and inventory practices, needs and issues.
  • Coordinate field repair work with internal and external staff.
  • Read, comprehend and use technical manuals, descriptions, drawings and industry literature.
  • Analyze data and prepare reports with recommendations on a wide variety of fleet and equipment.
  • Analyze vehicle usage, maintenance and cost data and make recommendations.
  • Develop cost estimates for supplies and equipment.
  • Provide prompt, efficient and responsive service.
  • Analyze, interpret, apply, and enforce applicable federal, state, and local policies, procedures, laws, and regulations.
  • Exercise appropriate judgment in answering questions and releasing information; analyzing and projecting consequences of decisions and/or recommendations.
  • Operate radio, telephone, paging, and modern computer equipment during routine and emergency operations in accordance with department policies and procedures.
  • Operate motorized vehicles and equipment as necessary.
  • Communicate clearly and concisely, both orally and in writing. 

Minimum Qualifications

Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.


  • High school diploma or GED equivalency, plus some specialized training in mechanics, maintenance management, or closely related field.
  • Possess key functional experience in equipment and vehicle maintenance, inventory and supply maintenance and management.
  • Possession of a valid Georgia Class A driver's license, or ability to obtain within one year.

 Physical Demands

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and field environment and operate equipment.  Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils.  Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 50 lbs. from below waist to above shoulders and transporting distances up to 50 yards.  Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing up to 50 lbs. from below waist to above shoulders and transporting distances up to 50 feet.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing: Hear in the normal audio range with or without correction.
