Job Summary:
Under the general direction of a higher-ranking officer, a Fire Lieutenant shall perform as directed while supervising assigned personnel or in Command of one or more fire suppression companies. A Fire Lieutenant shall be governed by and enforce the rules, regulations, procedures, policies, and values of the City of Alton and the Fire Department. A Fire Lieutenant is responsible for the protection and safety of subordinates, peers, and citizen’s and shall participate in emergency or non-emergency activities as required by Fire Department standard operating guidelines or as assigned by a higher-ranking officer. At the direction of, or in the absence of, a higher-ranking officer, Fire Lieutenant assumes the responsibilities, activities and duties of a higher rank until relieved. A Fire Lieutenant assigned to the Operations Section will work a standard 24hour shift schedule. A Fire Lieutenant assigned to administrative duty will work a standard 40hour Monday through Friday schedule that may include administrative call duties. Essential Functions: The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. 1.Produces written documents to document technical and legal matters. 2.Responds to emergency incidents, fights fires and utilizes either basic life support (BLS) or advanced life support (ALS) and/or paramedic skills. 3.In the absence of the Shift Captain, the Senior Lieutenant on duty shall assume all the duties of the officer. 4.Supervises the driver and firefighters assigned to his/her station. 5.Instructs company in-service training sessions as detailed by the Training Officer. 6.Schedules and coordinates in-service pre-fire plans. 7.Sees that all fire hydrants in the City are tested once a year. 8. Uses firefighting apparatus at emergency incidents. 9.Directs water streams on fire. 10.Administers emergency first aid to injured persons. 11.Uses defibrillators, breathing apparatus and endotracheal intubation. 12.Administers drugs and intravenous solutions. 13.Performs searches and rescues inside burning buildings. 14.Ventilates burning buildings by opening windows nd holes in roofs and floors. 15.Positions and climbs ladders to gain access to upper building levels. 16.Works in small, cramped areas when rescuing trapped, endangered or injured people. 17.Digs up ground to fight brush fires and rescue trapped persons from cave-ins. 18.Enters data into a personal computer to document incidents and reports. 19.Wears personal protective equipment weighing approximately 70 pounds 20.Relies on self-contained breathing apparatus for respiratory ventilation. 21.Works in a variety of weather conditions. 22.Uses appropriate Personal Protection Equipment (PPE) including a self-contained breathing apparatus (SCBA) while preforming tasks in environments that ay be immediately dangerous to life (IDLH atmospheres). 23.Meets scheduling and attendance requirements. 24.Comprehends and makes inferences from written material, such as Alton Fire Department Standard Operating Guidelines and procedures. 25.Reads and interprets equipment instructions and preplans to operate equipment in emergency situations. 26.Learns fire fighting techniques, firefighting equipment operation, and emergency medical services care through on-the-job training and in classroom training. 27.Testifies in court. 28.Study street and apartment locations in assigned district; study building plans and fire prevention systems in buildings in assigned district. 29.Provides careful transportation of patients to medical care facilities evaluates the condition of patients and assesses pertinent information about medical profile and injuries, determines treatment in accordance with paramedic policies and procedures, maintains contact with medical facility to prepare for patient arrival. 30.Participate in activities and operations in response to natural disasters, major accidents, incidents involving hazardous material, and other emergency situations. 31.Prepares Emergency Medical Service, reports regarding patient and incident information. 32.Climbs ladders and works at heights greater then 10 feet to reach and rescue people trapped on building roofs or upper floors. 33.Communicates with management, peers, subordinates and other City employees to assign and coordinate emergency scene tasks, evaluate performance, and establish and maintain effective working relationships. 34. Assists employees in understanding their progress toward department and individual goals through performance appraisals, as well as frequently and timely feedback. 35.Communicates with the general public in order to participate in school programs, deliver emergency care, answer questions, assess patient needs, etc. 36.Produces written documents, such as memos, repair orders, fire and EMS reports in documenting technical and legal matters, and other forms of communication to propose improvements, evaluate performance or document outcomes. 37.Monitors and responds appropriately to radio traffic including the request for progress reports at emergency scenes. 38.Communicates with Fire Department personnel and other agencies I performing emergency scene operations including formulating and transmitting on-scene reports, position-condition-action-needs reports, and routine radio traffic. 39.Monitors firefighting performance to determine compliance with Fire Department Standard Operating Guidelines and related standards. 40.Operates ambulances and related equipment; cleans and maintains supplies, materials and equipment aboard ambulances; submits requisitions for additional materials and supplies as necessary. 41.Assists in advancing hose lines and making hydrant connections. 42.Operates the following: a.Hydraulic or pneumatic rescue equipment trapped or endangered persons and to force entry into locked vehicles or structures. b.Fire apparatus during fire suppression activities. c.Motor vehicles (automobile and fire apparatus) require a standard Texas Driver’s license to perform regular and emergency firefighting duties. 43.Uses pry tools and pike poles to enter vehicles or structures. 44.Uses common hand tools to overhaul a fire scene and perform routine fire apparatus maintenance duties. 45.Moves dirt and burned building debris to rescue trapped or endangered persons and to over-haul burned-out structures. 46.Moves heavy objects (up to 185 pounds or more) including 5” fire hoses, EMS equipment, salvage equipment, smoke ejectors, trauma boxes and body boards for short distances (150 feet or less) with the assistance of an aid, in performing firefighting and related duties. . 47.Detects the following: a.Natural gas leaks b.Traffic sounds c.Sounds of impending building collapse d.Alarms e.Sirens f.Calls for assistance g.Other audible signs of alarm or warning in emergency situations. 48.Distinguishes colors to identify National Fire Protection Association (NFPA) 704m System (hazardous materials) and fire chemicals by smoke color. 49. Cleans and maintains Fire Department buildings, apparatus and grounds. 50.Operate, inspect and perform other technical tasks related to the apparatus and equipment in the Fire Department. 51.Operate, inspect and perform related to the apparatus and equipment in the Fire Department. 52.Operates various types of motorized fire apparatus and ground monitors. 53.Aims fire streams. 54.Solicits professions development needs of subordinates and provides guidance in helping subordinates meet their individual career goals. 55.Works with cleaning fluids, chemical insecticides and similar solutions using routine and no routine protective equipment to mitigate hazardous materials incidents. 56.Conducts public safety training classes if instructor certified.

Recommended Minimum Qualifications: Education and Experience: High school diploma or G.E.D. Driver for three (3) years or more. ASSOCIATE DEGREE PREFERRED
Certifications: Required
1. Possession of a valid Texas driver’s license as required by the Texas Department of Public Safety. 2. Possession of a certification in Cardiopulmonary Resuscitation from the American Heart Association. 3. Possession of certification as an Emergency Medical Technician or EMR from the Texas Department of State Health Services. 4. Possess Texas Operator’s Class-B Exempt Driver’s License (within 1 year). 5. Possess TCFP Basic Fire Fighter Certification (upon competition of Academy). 7. TCFP Advanced Fire Fighter Certification (within 6 years). 8. Certificate of Officer Development Level I (within 6 years). 9.. Possess a Texas Commission on Fire Protection Intermediate Fire Officer Certification (within 8 years after appointment). 10. Possess a Texas Commission on Fire Protection Basic Instructor certification (within 1 year after appointment).
