The City of Altoona is actively seeking applicants for the The Code Supervisor / Blight Manager position who will oversee the daily operations of the Code Enforcement team and manages the City of Altoona’s blight remediation and demolition programs. This position ensures the enforcement of property maintenance, housing, and nuisance codes while leading efforts to identify, inspect, and remediate blighted properties, including overseeing all aspects of the demolition program, such as inspections, contractor management, and budget administration. The Supervisor provides leadership, direction, and oversight to Code Enforcement Officers and ensures compliance with all applicable ordinances, regulations, and safety requirements. This role requires expertise in developing and managing budgets, particularly where funding sources, such as Community Development Block Grants (CDBG) and other state or federal programs, are utilized. Additionally, the position develops Key Performance Indicators (KPIs) to monitor program outcomes and team performance effectively. The position collaborates with internal departments, contractors, property owners, and stakeholders to address property maintenance concerns, improve neighborhood conditions, and promote sustainable revitalization efforts.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Code Enforcement Oversight:
Supervises daily operations of the Code Enforcement team, including property
maintenance inspections, rental inspections, re-inspections, and complaint
investigations.
Develops, implements, and monitors Key Performance Indicators (KPIs) to
evaluate team performance, operational efficiency, and adherence to City goals.
Develops and enforces Standard Operating Practices (SOPs) to ensure
consistency, uniformity, and quality in all code enforcement activities.
Standardizes the use of equipment, inspection tools, reporting methods, and
software to improve efficiency and ensure all officers operate under uniform
guidelines.
Reviews inspection reports, violation notices, and follow-up actions to ensure
compliance with applicable ordinances and departmental standards.
Provides training, mentorship, and performance evaluations to Code
Enforcement Officers to ensure professional development and consistent
enforcement practices.
Assists in preparing and presenting cases in Code Court and provides support to
staff during hearings and legal proceedings.
2. Blight Management and Demolition Program:
Manages all phases of the demolition program, including:
o Identifying, inspecting, and prioritizing blighted properties for demolition.
o Preparing project specifications and managing contractor procurement
and performance.
o Conducting pre- and post-demolition inspections to ensure compliance
with safety and environmental regulations.
Budget Management: Develops and oversees the demolition program budget,
ensuring fiscal accountability for projects funded by CDBG, state grants, and
other funding sources.
Works collaboratively with the Community Development Department to ensure
proper CDBG funding allocation, reporting, and compliance with federal
guidelines.
Tracks demolition program KPIs, including timelines, project costs, contractor
adherence, and impact on blight remediation.
Maintains accurate documentation, including permits, contracts, lien filings,
invoices, and program expenditures.
3. Strategic Blight Remediation:
Develops and implements strategies to address blighted properties, coordinating
efforts to stabilize and revitalize neighborhoods.
Partners with the Redevelopment Authority (RA) and Land Bank (RALB) to align
demolition and remediation efforts with broader redevelopment goals.
Identifies grant opportunities, state programs, and partnerships to supplement
funding for demolition and revitalization initiatives.
Analyzes data on blight conditions to prioritize properties, measure program
effectiveness, and recommend policy changes.
4. BS&A Software Utilization:
Maintains advanced proficiency in BS&A software modules specific to property
maintenance, code enforcement, blight remediation, zoning, planning, and
contractor tracking.
Ensures accurate and timely data entry related to inspections, violations,
compliance actions, and demolition program activities.
Trains Code Enforcement Officers and staff on BS&A modules to enhance
efficiency and improve data tracking, reporting, and decision-making.
Utilizes BS&A tools to generate reports, track KPIs, and monitor project
performance for code enforcement and demolition initiatives.
5. Community Engagement and Collaboration:
Acts as a liaison between the City, residents, property owners, contractors, and
community partners regarding code enforcement and demolition activities.
Communicates program goals, timelines, and expectations to stakeholders
clearly and effectively.
Engages with property owners to encourage voluntary compliance with property
maintenance codes and demolition orders.
Collaborates with internal departments, including Community Development,
Public Works, and Finance, to align priorities and share resources.
6. Program Administration and Reporting:
Prepares and manages budgets for code enforcement and demolition programs,
ensuring fiscal accountability and efficient resource allocation.
Develops and tracks Key Performance Indicators (KPIs) to measure team
productivity, compliance rates, and program success.
Prepares detailed reports and presentations on code enforcement activity, blight
remediation progress, and demolition program outcomes for the Director of
Codes and Inspections and City leadership.
Ensures all program activities and financial records adhere to federal, state, and
local reporting requirements, particularly for CDBG-funded demolitions.
