SUMMARY
Under the supervision of the Deputy Director, the Community Improvements Manager supervises the field operations of the Community Improvement Inspectors. Responsible for performing a variety of inspections of building and properties to ensure compliance with City of Amarillo’s Municipal Code, which include nuisance complaints, zoning violations, substandard structures, weeds and uncultivated growth, junk and debris, junk vehicles, graffiti, construction requirements, and enforcement of other nuisances and development regulations.
ESSENTIAL RESPONSIBILITIES
- Supervises Code Enforcement Officers, assisting them in fulfilling their duties.
- Responsible for training and mentoring for the Code Enforcement Officers.
- Monitors the progress of special projects for coordination and quality control, document review and inspection services, by making on-site inspections of projects.
- Assists in the development and implementation of goals, objectives, policies and procedures for the Department.
- Investigates, interprets and issues zoning violation notices as necessary.
- May be required to file suits, prepare cases and testify in Court.
- Collaborate with other departments, agencies, and citizens as required to achieve compliance.
- Performs inspections and investigates complaints to ensure compliance with the City of Amarillo Municipal Code.
- Provides documentation of inspections, research property and inspection history.
- Provides contractor and staff education.
- Requires some public speaking to educate the general public on various requirements and policies of the City.
- Conducts annual performance evaluations for employees directly supervised.
- Oversees inventory and property management.
- Makes recommendations that impact the department budget.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a High School Diploma or its equivalent and at least 1-3 years of experience in a supervisory or leadership role. Must obtain the Code Enforcement Officer Level I certification within 14 months of employment and Code Enforcement Officer Level II within two years of employment. A valid Texas Driver’s License required or obtained within 30 days of employment.
KNOWLEDGE, SKILLS AND ABILITIES
- Ability to operate highly technical computer applications, such as GIS or CAD.
- Ability to operate computers for data entry and word processing.
- Ability to lead a large team.
- Knowledge of construction standards.
- Basic knowledge of typing and mathematical skills.
- Experience in utilizing iPad devices.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
- Ability to withstand rigors of mitigating various hazards to include in and around construction sites through all weather conditions and maintain acute sensory perceptions of surrounding environment to perform inspections.
- Must have strong written and verbal skills necessary to understand and communicate technical requirements to the public.

WORK ENVIRONMENT
The employee works in a safe and secure indoor work environment that may periodically have unpredicted requirements or demands. A portion of the day the employee is driving to and from inspection sites. The work environment requires them to regularly make decisions that could lead to major community or organizational consequences if they fail to make the appropriate decision at the time.
Normal work hours are Monday-Friday 8 am – 5 pm; possible flex hours. Subject to after-hours and weekend inspections.
