SUMMARY
Under the general supervision of the Facilities Assistant Manager, this position is responsible for supervising the maintenance of the City of Amarillo’s public buildings. Responsibilities include scheduling repair and renovation projects, coordinating with other departments and outside contractors, providing input on the departmental budget, ordering supplies, and ensuring staff receives proper training and safety instruction. Shares direct and indirect supervision responsibilities of maintenance personnel with the Facilities Assistant Manager. This position will be required to work shifts including evenings, weekends, holidays, overtime as necessary by the department, and during inclement weather. This position is considered weather essential personnel.
ESSENTIAL RESPONSIBILITIES
- Conducts routine inspections of City owned buildings for proper maintenance.
- Prepares work orders, buying requests and specifications for outside contracts as needed to keep the buildings in a high state of repair.
- Conducts monthly heating and air conditioning maintenance.
- Coordinates with maintenance personnel on items needing immediate attention, including various types of needed construction, roof patches, plumbing issues and welding repairs.
- Coordinates with maintenance personnel on planning preventative building maintenance.
- Prepares budget requests and buying requisitions, ensuring judicious use of supplies, materials, and time is stressed.
- Monitors all door locks and overhead doors are in proper working order.
- Approves purchases up to $1,000 without approval from supervisor.
- Oversees inventory and property management.
- Maintains the computerized management system.
- Provides recommendations that impact the Department’s five year plan, yearly budget and scheduling of perspective projects.
- Provides recommendations that impact staff training for the Department.
- Manages the budget within the department.
- Serves on the interview board for new applicants.
- Evaluate subordinates.
- Enforce personnel safety and department policies and procedures.
- Provides training for personnel on all aspects of building maintenance, safe chemical handling, and working conditions, for all of the City’s public buildings.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a High School Diploma or its equivalent and a minimum of four years of building operations and maintenance experience, plus a minimum of one year of supervisory experience involving progressively responsible experience in personnel management in mechanical operations and maintenance areas. Must possess or obtain a Universal Refrigerant Certification within 3 months of employment. EPA (HVAC) Certification is preferred. Valid Texas Class C Driver’s License required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to operate and repair small/light equipment, such as power tools.
- Ability to operate and repair medium equipment and machinery, such as vehicles or commercial mowers.
- Ability to operate and repair heavy or complex machinery, such as HVAC systems, construction equipment, or plumbing systems.
- Ability to supervise employees using or repairing heavy or complex machinery.
- Ability to diagnose and repair large commercial refrigeration equipment and boilers.
- Knowledge of and the ability to operate tools used in construction, plumbing, HVAC, and building maintenance trades.
- Ability to operate computers for data entry and word processing.
- Strong verbal and written communication skill.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
