SUMMARY
Under the supervision of the Director of Animal Management & Welfare, this position manages all facets of field operations which includes direct supervision of all Animal Management Officers and their training.; assigns routes and work schedules for all field employees; inspects equipment for maintenance, repair, and service needs; answers questions regarding City ordinances and State laws regulating animals; develops and stays current on field operations training: serves as the main contact for all software and hardware that is used by Field Services; investigates and trains on bite incidents, cruelty cases, welfare cases, complaints related to animals in violation of Municipal Codes and works closely with other agencies regarding trapping and relocating wild animals within the City.
ESSENTIAL RESPONSIBILITIES
  • Supervises a team of Animal Management Officers, Animal Management & Welfare Field Supervisors and other staff as needed, including the training, scheduling and evaluation of direct reports.
  • Schedules officers and assign routes.
  • Serves as AMW contact for all emergency management events. Must work closely with Office of Emergency Management and Amarillo Emergency Communication Center.
  • Monitors and supervises other employees during the absence of their supervisor, the assistant director, and the director.
  • Answers questions from officers, citizens, and other employees concerning City Ordinances and State Laws.
  • Retrieves, stores, and logs-controlled substances used during euthanasia of sick or injured animals in custody.
  • Performs euthanasia as required.
  • Assists in the reclaim and adoption of animals at the shelter.
  • Assists angry or irate citizens by responding to questions or complaints concerning their pets, stray animals, and the like.
  • Checks officer’s equipment and vehicles for maintenance and service needs.
  • Assists officers with their field and shelter duties as needed
  • Prepares reports and other case documentation for welfare investigations, cruelty investigations, reports of animal bites, dangerous animals, direct complaints from citizens, noise complaints, and other complaints related to animals and violations of Municipal Codes
  • Monitors the performance of field officers by periodically conducting ride-along.
  • Assists and/or performs duties relating to the compliance of Dangerous animals within the City Limits.
  • Collects, documents, and stores evidence from various cases including dog fighting, cock fighting, and cruelty cases
  • Assists with the capture, restraint, and transport of livestock within the City limits.
  • Research and recommends new computer software and other technological advances for the department.
  • Prepares and ships rabies specimens for testing.
  • Make decisions regarding animals being treated for illness/injury or euthanized to prevent suffering.
  • Participates in regular meetings with police, emergency communications and representatives from other departments to exchange information, concerns and resolve operational issues common to all groups.
  • Answers calls and assists officers or other staff members after hours and maintains a rotating on-call schedule for Animal Management Officers.
  • Cleans dog and cat kennels; assists in the reclaim and adoption of animals at the shelter; and assists in the care, feeding, and medication of animals at the shelter.
  • Accounts for City property assigned to the Animal Management Officers and participates in annual inventories.
  • Makes recommendations that impact the budget and manages the assigned budget for the field services department.
  • Develops, assists, and participates in educational programs for children and community groups.
  • Prepares reports on the use and justification of oleoresin capsicum (pepper spray).
  • Assists as needed in water rescues and use of the department's small outboard boat for animal rescues.
  • Prepares and makes recommendations for changes to department policies and field operation policies and procedures.
  • Assists fellow staff to accomplish required tasks.
  • Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a High School Diploma or its equivalent and a minimum of three (3) years’ experience in Animal Management Field Operations which includes experience as a field supervisor. Basic Animal Control Officer, Euthanasia Certification, NACA/NCIS Level I, II, and III must be obtained within 3 years. Valid Texas Driver’s License required and defensive driving course.
Must have or be able to obtain pre-exposure rabies vaccinations within six (6) months of hire. Must be capable of providing a timely response, including in-person attendance, when necessary, to after-hours callouts and emergency management events.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of laws, guidelines and ordinances pertaining to Animal management/control as well as the fundamentals of legal procedures for court and court administration.
  • Ability to lead, motivate and supervise field staff.
  • Ability to safely handle animals, including those with unknown health and temperament.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain effective communication and working relationships with other City employees and the public.
  • Knowledge of disease management and safety protocols.
  • Knowledge of animal services and related local programs.
  • Skill in using standard office equipment such as copiers and multi-line phone systems, and computers and related software applications for data entry, word process and accounting purposes.
  • Ability to safely operate a staff or pole, ropes, nets and cameras.
  • Ability to operate a half ton truck with mobile radio, incinerator, tranquilizer rifle or pistol, euthanasia equipment.
  • Ability to prepare lab specimens safely and effectively.
  • Knowledge of medications and sedations used when capturing or handling animals.
  • Ability to operate a watercraft with outboard motor and associated equipment.
  • Ability to operate a livestock trailer and associated equipment.
  • Ability to make decisions during emergency and unusual circumstances.
  • Good interpersonal skills, particularly in dealing with fellow employees and the general public.
  • Knowledge to safely administer sodium pentobarbital, Ketaset and Oleoresin Capsicum.
