What are the responsibilities and job description for the PROGRAM MANAGER (COMMUNICABLE DISEASE) position at City of Amarillo?
SALARY: $30.57 per hour
HOURS: Monday through Thursday, 40-hour work week with the ability to work additional hours as needed.
SUMMARY
As part of the leadership of Amarillo Public Health, this position performs public health management activities for the Amarillo Area Public Health District in the Communicable Disease program.
ESSENTIAL RESPONSIBILITIES
- Acts as primary contact for all notifiable disease reports received by Amarillo Public Health via phone, fax, email, in person and via the National Electronic Disease Surveillance System.
- Monitors communicable disease incidence within Potter and Randall Counties and the City of Amarillo to rapidly detect and address disease outbreaks, including Bioterrorism events.
- Performs contact investigations according to Public Health policies, which involve contacting case patients and their contacts, coordinating pre and post exposure prophylaxis and/or isolation as necessary, and in person monitoring of individuals with high consequence infectious disease.
- Always maintains HIPAA and Texas Medical Practice Act confidentiality.
- Supervises the activities of program staff and budgets.
- Collaborates with community partners and stakeholders, as needed.
- Assures data entry of reports into local, State and National databases are done timely and accurately.
- Timely compiles data analysis.
- Provides data for quarterly and annual statistics reports and assists with the Community Health Assessment.
- Represents Amarillo Public Health on community committees.
- Develops effective relationships and networks of communication with local infection control practitioners, physicians, hospital administrators, school nurses, day care administrators, long term care administrators and others to promote teamwork and collaboration in the implementation of reporting and surveillance activities.
- Prepares blood specimens for testing and transport to DSHS and other labs when necessary for communicable disease testing.
- Participates in and contributes to departmental meetings.
- Rotates on call duties for the Amarillo Public Health 24-hour emergency phone number.
- Research illnesses and attend training on-line and in person.
- Accounts for and manages the City property assigned to the department and participates in inventories.
- Participates in Public Health Emergency Preparedness and Response activities.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a bachelor’s degree and a minimum of two years’ experience in a leadership role or medical field. Valid Texas Driver’s License and reliable transportation with proof of current insurance is required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of area of specialty, anatomy and physiology, medications and disease processes and ability to apply those concepts to patients.
- Knowledge of the Public Health ten essential functions.
- Knowledge of the HIPAA Privacy Act.
- Knowledge of the design and presentation of training programs.
- Skills in Phlebotomy.
- Strong verbal and written communication skills.
- Skills to use a computer with Microsoft Office for data entry, word processing and accounting purposes.
- Skills to operate small office equipment, including a multi-function copy machine, fax machine, scanner and multi-line telephone systems.
- Ability to work with a culturally diverse population.
- Ability to handle confidential information in an appropriate manner.
- Ability to travel out of town for trainings and seminars.
- Ability to work an after-hours schedule as required.
- Ability to drive to off-site locations including patient homes and meetings within Potter and Randall counties.
- Ability to quickly change focus and priorities to address competing priorities, as necessary.
- Ability to establish and maintain effective working relationships with employees, other agencies and the public.
- Ability to effectively lead and supervise program staff to accomplish the goals, objectives and work plan for the grant.
