General Information



The City of Ames is conducting a recruitment to establish a Civil Service eligibility list for this classification. The list will be valid for up to one year from the date of certification by the Ames Civil Service Commission and may be used to fill one or more vacancies in this classification. In addition, City of Ames Civil Service employees who have previously held Civil Service status in this classification and are interested in voluntarily demoting or laterally transferring into the current vacancy must submit their application by the deadline.

Under general supervision; assists in the operation and general maintenance of a solid waste recovery plant; performs related work as required.

Compensation Philosophy: The City of Ames has a compensation philosophy for our merit salary ranges that provides growth for employees as they gain experience and expertise in their roles. The minimum pay of each range is intended to reflect an employee's qualifications that meet the position's minimum requirements. The median of any range is for an employee who can reasonably meet all expectations of the position responsibilities without initial or extensive training. The City may consider a candidate's education, experience, and skills that are above the minimum requirements when considering a salary closer to the median. The median salary for this position is $97,522.

Examples of Essential Job Functions

Supervises the operation, cleaning, maintenance, and repair of a wide variety of heavy mechanical and electrical equipment and plant facilities; prepares routine operating reports and maintains recording devices; mentors, evaluates and supervises skilled and unskilled workers; acts as superintendent in the absence of the plant superintendent; assists the superintendent in implementing and administering division budget by making recommendations; advises on policy direction; seeks and initiates new ideas that improve plant efficiencies; communicates with manufacturers and vendors to obtain best possible product, equipment and/or service; receives and implements all orders given by the superintendent; operates the control panel and front end loader as relief operator; observes the operation of all areas of the plant; anticipates potential operational or maintenance problems and schedules such action as may be necessary to resolve them; maintains spare parts inventory and replenishes as necessary; maintains the permanent plant maintenance record and keeps it current; responsible for the training of new employees; implements the processing schedule and makes adjustments to processing time as necessary to keep up with incoming material; assist with public education and outreach events; conducts staff and operations meetings; assigns work as necessary to subordinates.

Qualifications

Education and Experience: High school graduate, HiSet, or GED; college level courses in management, mechanical engineering, industrial engineering, or related field; and a preference of three years experience in the operation and maintenance of heavy stationary mechanical and electrical equipment; or an equivalent combination of education and experience. Two years of experience acting as a supervisor and experience in a solid waste processing plant is preferred.

Licenses and certificates: Must possess a valid driver's license. Class A Commercial Driver's License required within 6 months of appointment.

Knowledge, Skills, and Abilities: Considerable knowledge of the operation of heavy stationary mechanical equipment; knowledge of the methods, materials, tools and computers involved in mechanical and electrical repair and maintenance; knowledge of the hazards involved in stationary equipment operation and necessary safety precautions; knowledge of the equipment, operations, and practices involved in solid waste reduction and/or management; some knowledge of landfill and/or recycling operations; knowledge of organizational leadership principles and practices; knowledge of welding techniques, material fabrication, and assembly of heavy machinery.

Skill in the operation and maintenance of heavy stationary mechanical equipment; skill in the diagnosis of equipment malfunctions and process problems; skill and leadership ability to plan, schedule, supervise, and evaluate operations and employee activities; skill in responding to and resolving citizen concerns and requests for service.

Ability to operate heavy stationary mechanical equipment; ability to plan and design improvements or modifications to existing equipment; ability to plan, schedule and supervise the work of subordinates; ability to maintain records and prepare reports; ability to implement and institutionalize the principles of process improvement teams; ability to forecast, manage, and control expenditures in accordance with established budget procedures; ability to establish and maintain credibility and effective working relationships with superiors, subordinates, citizens, other City employees, vendors, contractors, and members of other agencies.

Supplemental Information

General Physical Characteristics: The work involves sitting 50% of the time; sitting and using arm/leg controls 5% of the time; standing (but not walking) 15% of the time; standing walking 30% of the time; frequently lifting items under 10 pounds; routinely lifting objects from 10 to 25 pounds; occasionally lifting objects from 25 to 50 pounds and infrequently lifting objects over 50 pounds.

Vision Requirements: The minimum standard for use for those whose work is largely preparing and analyzing data and figures, accounting, transcription, computer terminal, reading, visual inspection involving small defects or parts, use of measurement devices or assembly of parts at distances close to the eyes.

Required Physical Activities: Climbing, balancing, stooping, reaching, standing, feeling, walking, lifting, finger dexterity, grasping, talking, hearing, repetitive motions.

Environmental Conditions: The work is performed inside and/or outside and includes being exposed to extreme cold, extreme heat, noise, atmospheric conditions that affect the respiratory system or the skin, mechanical/electrical/chemical hazards, odors, and household hazardous wastes.

Equipment Essential to the Job: Phone, calculator, blackboard/whiteboard, two-way radio, light vehicle, a variety of printed materials, computers and appurtenances, various computer software programs including Microsoft Office, CompuWeigh, WeighStation, and AllMax Maintenance, measurement tools, hand/maintenance tools, copier and fax machine.


Veteran’s Preference Points

The City of Ames provides Veteran's Preference Points for Civil Service positions. A copy of your DD214 and, if applicable, proof of disability, must be attached with your Preference Points.

Selection Process:

The selection process consists of an evaluation of education and experience; phone interview; on-site interview, which will include a manager meeting; and completion of reference checks and a criminal background check, which includes a sex offender registry check. All candidates will be notified by email of their application status.

**Preference may be given to applicants possessing qualifications above the minimum.**

Depending on the number of qualified candidates, the City may forego phone interviews.
