Title: Public Health Specialist
Location: This position is based out of Amesbury, MA. It provides services to the seven
municipalities that comprise the Merrimack Valley Public Health Alliance - Amesbury, Georgetown, Groveland, Merrimac, Newbury, Rowley, and West Newbury.
Caveat: This position is grant-funded and is subject to appropriation under the Massachusetts Public Health Excellence Grant for Shared Services, Department of Public Health
Salary: $65,000 - $75,000 annually
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:
The Merrimack Valley Public Health Alliance (the Alliance) is currently looking for a Regional Public Health Specialist who will assist in case investigations in data areas for citizens and provide community support that protects the health and safety of the public.
This position is part of a Public Health Excellence Grant between the city of Amesbury and the towns of Georgetown, Groveland, Merrimac, Newbury, Rowley, and West Newbury. This is a grant-funded opportunity and is subject to the availability of funds. This position is administered by the City of Amesbury, however the work will take place across the seven municipalities and the work location is expected to be a combination of remote and distributed across the municipalities.
Summary: The Merrimack Valley Public Health Alliance (MVPHA) is a regional resource created to enhance the public health offerings of its member communities and deliver efficient, effective, and equitable public health services to its 330,000 residents.
Definition: The regional public health specialist will assist in the orientation, development, and implementation of data reporting systems for disease surveillance, reporting, and preventative health programs. The regional public health specialist will help assist in building environmental health services for citizens and protecting the health and safety of the public from adverse environmental determinants. The regional public health specialist will work on evaluating health inspections while making recommendations for action in programs requiring departmental approval, license, or permit. Self-motivation and the ability to work autonomously are required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Establishes regional support groups and task forces, specifically around compulsive acquiring and hoarding.
- Identifies the need for additional regional groups and works across the municipalities to establish them.
- Builds relationships and drives collaboration with community organizations, strategic partners, and other stakeholders throughout the MVPHA shared service arrangement.
- Develops a regional resource guide. Maintains resource guides and makes materials available and accessible to appropriate agencies, departments, and the General Public.
- Coordinates and provides resources to individuals and families impacted by community health issues and services such as, but not limited to, healthy aging, substance use, mental health illness, compulsive acquiring, hoarding, affordable housing, and food insecurity.
- Provides case management assistance and referrals for community residents, as needed.
- Executes periodic assessments of the health needs of all seven (7) municipalities and/or interprets existing data to effectively target education programs and community intervention services. Creates and presents educational sessions and collects, analyzes, and reports data to internal and external stakeholders.
- Designs, organizes, and leads community educational events and trainings on public health topics including, but not limited to, harm reduction, substance use prevention, and community health literacy.
- Collaborates with MVPHA regional staff and individual community employees as needed for health education and prevention programs.

KNOWLEDGE, SKILLS AND ABILITIES

- Understanding of the principles of public health practice.
- Knowledge and experience in conducting epidemiological investigations
- Ability to communicate effectively with others, both orally and in writing.
- Must have a customer service mindset, and understanding of conflict de-escalation strategies.
- Has an active driver’s license
- Has basic knowledge of computer skills, specifically with Microsoft Office Bilingual or multilingual (Spanish, Portuguese, Arabic, Cambodian, or Vietnamese) a plus.
EDUCATIONAL REQUIREMENTS AND CERTIFICATIONS:
Bachelor’s Degree in public or environmental health science, or a related field, Master’s degree preferred; or an equivalent combination of education and experience.
