$87,014.00 - $130,520.00 Annually


The City of Anaheim Human Resources Department is seeking a dynamic Human Resources Analyst I or II to perform a variety of professional level administrative, technical, and analytical duties and responsibilities in support of the City's human resources functions as it relates to the following divisions:

  • Recruitment and Selection
  • Organization and Development Training
  • Benefits Administration

Please note: This recruitment is to fill a current vacancy within the Recruitment and Selection division. An eligibility list will be established to fill future vacancies in other divisions within Human Resources.

The City of Anaheim reserves the option to hire at either Human Resources Analyst I or II level based on candidate qualification and selection process.

DISTINGUISHING CHARACTERISTICS:

As a resource to City employees and the public, the Analyst must possess strong interpersonal skills, be customer service driven, and demonstrate knowledge of human resources hiring policies and programs.

Human Resources Analyst I - This is the entry-level class in the Human Resources Analyst series. This class is distinguished from the Human Resources Analyst II by the performance of the more routine tasks and duties assigned. Though typically used as an entry-level class, incumbents must have prior human resources experience.

Human Resources Analyst II - This is the full journey-level class within the Human Resources Analyst series. Employees within this class independently perform the more complex duties and may have responsibility over an assigned program or activity. Assignments are typically received in broad, outline form, and incumbents are expected to act independently in developing applicable resources and information.


Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Participate in implementing a variety of human resource programs and activities, including recruitment and selection, benefits administration, deferred compensation administration, and organizational development and training. Candidates are encouraged to provide their full range of experience in Human Resources, should this recruitment be referred for other related positions.

Conduct research, analyze data, and prepare written and statistical reports for a variety of human resources administrative, operational and policy issues; analyze alternatives and make recommendations; discuss findings with management staff and prepare reports of study conclusions; oversee and assist in the implementation of recommendations.

Provide guidance to operating departments on a variety of human resources issues; consult with managers and employees regarding the interpretation and application of practices, policies, and procedures including related laws and regulations.

Update and revise policies, procedures, and regulations and various handbooks as appropriate. Facilitate training on a variety of human resources policies, programs, and topics; develop training content and present to inter/intradepartmental audiences.

Provide difficult and complex staff assistance to management staff; participate on, and provide staff support to a variety of committees and boards. Prepare and present staff reports and other correspondence as appropriate and necessary.

Prepare and administer requests for proposals for a variety of benefits, training, recruitment, and related consulting services; draft correspondence, reports, and related documentation; develop criteria to evaluate vendor proposals and participate in the vendor selection process; submit staff reports required for Council approval; administer approved contracts.

Monitor State and Federal legislative changes on employment and benefits administration laws and regulations. Ensure policies and procedures are compliant with any changes in law.

Conduct small group or one-on-one training interventions; meet with management to identify training and development needs and/or skill deficiencies within a work group; facilitate intervention meetings, team building, and problem-solving exercises. Conduct feedback sessions with managers, supervisors, and employees.

Plan, design and develop recruitment and selection materials and examinations; develop recruitment outreach and promotional material; screen applications; score and analyze results of written, oral and performance examinations. Coordinate with department hiring managers and oversee the full-cycle recruitment activities using NeoGOV.

Develop test administration and evaluation criteria, review and validate tests. Administer selection testing and interviewing activities; develop and administer assessment centers.

Participate in employment outreach activities including representing the City at job fairs and other events. Develop innovative approaches to recruitment strategies. Collaborate with operating departments to respond to requests and inquiries regarding employment opportunities with the City.

Respond to a variety of surveys including, including benefits and operational studies. Evaluate changes to bargaining unit memoranda of understanding for changes to benefits and human resources procedures.

May participate in the development and monitoring of assigned budget; monitor expenditures and program revenues.

Coordinate assigned activities with other departments, outside agencies and service providers.

May supervise, monitor and review the work of technical and clerical staff involved in personnel functions.

Respond to public inquiries in a courteous manner; provide information within area of assignment; resolve complaints in an efficient and timely manner.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in public sector human resources; incorporate new developments as appropriate into programs.

Provide professional staff assistance to the Human Resources Director and other management staff.

Perform related duties as required.


Qualifications

Experience and Education:

Human Resources Analyst I: One year of increasingly responsible professional human resources administration experience, supplemented by a Bachelor's degree from an accredited college or university with major course work in human resources, public administration, business administration organizational/industrial psychology, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Human Resources Analyst II: Three years of increasingly responsible professional human resources administration experience, supplemented by a Bachelor's degree from an accredited college or university with major course work in human resources, public administration, business administration organizational/industrial psychology, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.


Knowledge of: Operations and activities of a human resources programs and services within the following divisions: recruitment and selection, benefits administration, training and development, employee relations and related functions of in a public sector environment; modern trends and legal issues in the field of human resource management. Applicable Federal and State benefits and employment laws and regulations, including PERL, COBRA, HIPAA, and IRC benefits administration codes; methods and techniques of research and analysis of personnel administration and statistical measurements; needs assessment and course evaluation techniques. Familiar with Microsoft 365, such as TEAMS, SharePoint, Applicant Tracking Systems and ERP systems.

Ability to: Perform professional, technical and analytical human resources administration work. Make independent decisions and apply general and specific administrative and departmental policies and procedures as well as applicable Federal, State, and local policies, laws, and regulations. Prepare clear, concise and accurate reports, memoranda, and related written communications. Understand the organization and operation of the City and outside agencies as related to the personnel function to effectively use job advertising sources, methods, and techniques. Respond to personnel related requests and inquiries from City employees and the general public; plan and organize work to meet changing priorities and deadlines. Use applicant tracking software; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues. Communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver's license.

RETIREMENT BENEFITS – The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS.

Note: Pension contribution limitations are set by CalPERS each calendar year, with compensation limit requirements for Public Employee Pension Reform Act (PEPRA) members and Classic members. Employee contributions will be deposited into a 401(a) account after reaching this limit. Employees with CalPERS membership dates prior to July 1, 1996 are not impacted by these limits.
