The City of Anaheim Public Works Department has an exciting Part-time Assistant Engineer or Part-time Associate Engineer vacancy in the Traffic & Transportation Section . This exciting opportunity will provide a variety of professional and technical level engineering work supporting engineering programs and activities in the traffic and transportation section
The Department of Public Works is dedicated to delivering engineering services that provide the Anaheim community with pride in their City and its work force. Whether it's designing a street construction project, applying innovative traffic management techniques to solving Anaheim's traffic problems, or maintaining the City's streets, sewers and sidewalks, Public Works provides a myriad of comprehensive services to meet a variety of the City's infrastructure, maintenance, and development needs.
The priorities and projects for this position include :
- Review proposed land use development projects, with objectives to maintain traffic safety and traffic flow, provide adequate access for land uses, and condition equitable participation from new development for necessary traffic improvements.
- Review traffic related technical documents such as Traffic Studies, VMT analyses, parking studies, quieting studies, etc.
- Review development related grading, street improvement, and building plans for conformance with City and industry standards.
- Review traffic signal timing / phasing plans and monitor traffic management systems to facilitate traffic movement and operations.
- Attend and represent the Traffic and Transportation Section at the bi-weekly Planning Commission meetings, and City Council as necessary.
The City of Anaheim reserves the option to hire at either Assistant Engineer or Associate Engineer level based on candidate qualification and selection process.
This part time position averages 20-30 hours per week. A minimum number of hours is not guaranteed. The schedule for this position is flexible.
Essential Functions
The following functions are typical for this classification as assigned to Traffic and Transportation. Part-time Assistant Engineer as assigned to Traffic Engineering ( See full description of essential functions for : Part-time Assistant Engineer )
Perform a variety of professional and technical level traffic and transportation work including traffic system planning, design and operation, and to provide technical assistance to higher level engineering staff.
Participate in planning and directing traffic engineering and transportation activities.
Conduct a variety of technical engineering studies; review transportation planning studies; analyze traffic impact studies.
Prepare and review plans, specifications and estimates for traffic engineering contracts; review subdivision and development plans.
Prepare grant applications; administer grant funding ensuring compliance with appropriate guidelines and regulations.
Prepare standards, methods and techniques for traffic improvement programs; supervise the collection and analysis of data related to traffic issues.
Coordinate and oversee projects with other agencies and departments; prepare reports for the City Council.
Confer with architects, engineers, and consultants in the collection of data to prepare cost and construction estimates, legal descriptions, and plans for engineering projects.
Review City codes and ordinances for appropriate additions and deletions concerning traffic engineering problems.
Perform a variety of traffic engineering studies involving the use of computer programs and models.
Part-time Associate Engineer as assigned to Traffic Engineering ( See full description of essential functions for : Part-Time Associate Engineer ) Participate in planning and directing traffic engineering and transportation activities.
Conduct a variety of technical engineering studies; review transportation planning studies; analyze traffic impact studies.
Operate the Traffic Management Center; adjust signal timing on controllers and operating CCTV cameras, changeable message signs, and highway advisory radio; assist signal technician with troubleshooting field equipment including signal controllers, CCTV cameras, and changeable message signs.
Prepare and implement signal timing plans for daily operation and special events.
Prepare standards, methods, and techniques for traffic improvement programs; supervise the collection and analysis of data related to traffic problems.
Review Traffic Impact Analysis and ensure conformance with City requirements, CEQA requirements, and industry standards and best practices.
Review City codes and ordinances for appropriate additions and deletions concerning traffic engineering issues.
Respond to Traffic Calming requests by holding neighborhood meetings, meeting with residents, collecting and analyzing data, and implementing the City's Neighborhood Traffic Management Program.
Respond to Spillover Permit Parking Requests by holding meetings, meeting with residents, and implementing the City's Spillover Parking Program.
Review Traffic Control Plans to ensure conformance with WATCH standards.
Qualifications
Part-time Assistant Engineer Qualifications
Experience : Some professional level experience in civil engineering or traffic engineering or three years of course work in a board-approved engineering curriculum (any curriculum approved by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering Technology (ABET). Or three years or more of engineering related experience.
Knowledge of : Basic principles and practices of civil engineering and design; practices and terminology in surveying and construction standards; basic principles and practices of hydraulic engineering and hydrology; pertinent Federal, State, and local laws, codes and regulations; principles of mathematics as applied to engineering calculations; microcomputer software including spreadsheet and data base applications. In addition to when assigned to Traffic : basic principles and practices of civil engineering as applied to traffic and transportation engineering; statistical survey methods used in research and analysis of traffic engineering studies; basic computer applications in traffic and transportation engineering; construction materials and procedures.
Ability to : Perform technical research; read and interpret technical literature, drawings, diagrams and schematics; apply basic traffic engineering and transportation practices to technical problems, present findings and make appropriate reports; use and operate computer systems and software; prepare civil engineering design computations; prepare engineering plans, specifications and estimates for street, sewer and storm drain projects and / or water utility projects; use and care for engineering and drafting instruments and equipment; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
License / Certification Required : Possession of a valid California Driver's License by date of appointment. Possession of an Engineer-in-Training certificate desirable but not required.
Part-time Associate Engineer Qualifications
Experience and Education : Two years of professional engineering experience supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of : Operations, services, and activities of a municipal engineering program; theory, principles, and practices of civil engineering and design; principles of mathematics and their application to engineering work; principles and practices of project management and administration; methods and techniques of contract negotiations and administration; methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; recent developments, current literature, and sources of information related to innovations and trends in civil and traffic engineering design and development; principles and practices of business correspondence and technical report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; graphic software; principles of supervision, training, and performance evaluation; occupational health and safety standards; pertinent federal, state, and local codes, laws, and regulations. Ability to : Perform professional engineering duties involved in the design, development and construction management of a variety of engineering projects; prepare engineering plans, specifications, and estimates for public works projects; make engineering design computations and check, design, and prepare engineering plans and studies draft reports and make recommendations; understand and interpret engineering construction plans, specifications, and other contract documents; perform technical research and solve difficult engineering problems; coordinate and monitor the work of contractors; serve as the project manager on one or more projects; prepare and manage project budgets; maintain detailed project management records and documentation; interpret, apply, and ensure compliance with pertinent federal, state, and local laws, codes, and regulations; respond to questions and inquiries from a variety of sources regarding engineering and development projects; conduct analytical traffic studies accurately and reliably; coordinate activities with internal and external agencies and committees; use and care for engineering, surveying, and drafting instruments and equipment; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; adapt to changing technologies and learn functionality of new equipment and systems; supervise, train, and evaluate assigned staff; deal tactfully and effectively with the general public; read signal plans and schematics; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License / Certification Required : Possession of an Engineer in Training (EIT) certificate or certification as a Professional Engineer (PE).
