The Anaheim Convention Center is looking for a motivated Part Time Landscape Inspector to plan, organize, coordinate, and monitor assigned maintenance and trimming programs including but not limited to trees (Right-of-Way and Power Line Clearance), irrigation and landscape maintenance; set priorities and direct the work of assigned staff and/or contractors on a project or day-to-day basis; ensure conformance with departmental standards, contracts, and specifications; and perform related work as required.

Qualified candidates will have journey-level experience in tree and landscape maintenance, including interpretation of contract specifications and lead-level responsibilities.

This is a part-time position typically averaging 30 hours per week.  A minimum number of hours is not guaranteed.  The schedule for this position requires weekend availability.


The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. 

  • Plan, schedule, prioritize, and assign maintenance work in consultation with assigned supervisor and lead-level staff; communicate status of projects and activities to appropriate staff and contractors; working cooperatively to schedule in accordance with established priorities.
     
  • Inspect assigned City infrastructure, facilities, and right-of-way areas for maintenance needs and recommends appropriate actions; assist in developing short- and long-range work plans, procedures, and schedules.
     
  • Document all observed deficiencies in the form of; punch lists, E-Mail or other means by which the service provider has warning and knows the expectations.
     
  • Train employees and contractors in work methods, use of tools and equipment, and relevant safety precautions; confirms plant materials and irrigation equipment are to contract specifications.
     
  • Recommends and justifies improvements to minimize City of Anaheim liability in the facilities, and right-of-way areas for maintenance needs and recommends appropriate actions; assist in developing short- and long-range work plans, procedures, and schedules. 
     
  • Make field inspections to ensure acceptable maintenance service levels and completed work is in conformance with departmental standards, contracts, and specifications; evaluate work quality.
     
  • Provide feedback to supervisors and management on employee and contractor performance.
     
  • Estimate costs of maintenance work, supplies, equipment, and materials; order supplies and equipment for work projects; maintain records of purchase orders; assist in developing budget figures for assigned programs; monitor expenditures.
     
  • Serve as liaison between contractors and city staff; resolve minor complaints.
     
  • Review plans of new and/or renovation projects for conformance with contract specifications. This would include the enhancement of existing areas and up-grades of ROW sections including Irrigation; grading, drainage and planting.
     
  • Maintain accurate records and logs of daily activities; prepare and submit written reports, as required.
     
  • Review and assist in preparation of contract specifications and provide technical information for request for proposals for all phases of assigned projects.
     
  • Respond to citizen service requests to verify request needs; address citizen complaints and coordinate service requests completion dates as necessary.
     
  • Perform related duties and responsibilities as required.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities are as follows:  

Experience:  Journey-level experience in tree and landscape maintenance, including interpretation of contract specifications and lead-level experience.  

Knowledge of:  Principles, practices, landscape installation and maintenance requirements; irrigation systems; landscape irrigation water management  and water budgeting principals, and specifications for landscape contracts; principles and practices of and tools, equipment, and materials used for maintaining assigned City infrastructure, facilities, and right-of-way areas;  principles and practices of contract administration and evaluation; basic principles of supervision and training; applicable federal, state, and local laws, regulatory codes, ordinance, and procedures relevant to assigned area of responsibility; safety equipment and practices; arithmetic techniques; record keeping principles and procedures; modern office practices, methods, and computer applications; techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.  

Ability to:  Plan, organize, schedule, assign, and direct maintenance programs, projects, and activities, including oversight of staff and contractors; conduct field inspections and investigations of tree and landscape maintenance projects; make accurate assessments of staff and contractor work quality; train others in proper and safe work procedures; read and interpret plans, blue prints, and specifications; develop cost estimates for supplies and equipment; resolve problems resulting from inspections; understand oral and written instructions; maintain accurate records; prepare written reports; make accurate mathematical calculations; effectively and safely use tools and other related equipment; interpret, apply, explain, and ensure compliance with applicable federal, state, and local regulatory codes and ordinances and departmental policies and procedures; make sound, independent decisions within established policy and procedural guidelines; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines; operate modern office equipment including computer equipment and tree management and irrigation system management software programs and centralized irrigation systems; use English effectively to communicate in person, over the telephone, and in writing; use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; establish and maintain effective working relationships with those contacted in the course of work.  

Supplemental Information

License/Certification Required:  Possession of a valid Class C California Driver's License by date of appointment.  Possession of a Certified Arborist Certificate from the International Society of Arboriculture within one year of appointment (hire).    

Environment/Working Conditions

Environmental Conditions:  Exposure to high frequency noise, dirt, dust and pesticides and work in high traffic areas and in inclement weather.  

Physical Conditions:  Due to the nature of work assignments, incumbents must be able to stand, sit, walk, climb ladders, balance, stoop, bend repeatedly, squat, kneel, use both hands, legs and feet, lift and carry up to 25 pounds.  Speak clearly, hear, have depth perception and color vision and have corrected vision sufficient for near and distance vision.
