 The City of Anaheim Public Utilities Department is seeking a dynamic and organized Part Time Real Property Specialist II to join the team! This position under close to minimal supervision, will perform a wide variety of office and field duties in the acquisition, appraisal, disposition and relocation of real property. 


DISTINGUISHING CHARACTERISTICS: Positions in this classification perform journey level real property activities within the Real Property Specialist job series. They include employees who have substantial and directly related or prior occupational experience and perform the full range of duties assigned to the position. In addition to what is required of the Real Property Specialist I, they handle the less routine and more complex activities associated with titles, acquisitions, appraisals, leases, sales, and relocations. They work under minimal supervision; within established procedural frameworks with only guidance, instruction or assistance, frequently in the absence of a supervisor. Work is normally reviewed only upon completion and for overall results.

This is a part-time position averaging 30 hours per week. A minimum number of hours is not guaranteed.

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
  • Secures, examines, and interprets property records and title reports to determine the extent and types of encumbrances and the status of interests in properties. 
  • Negotiates with parties of interest to remove liens, judgments, or other encumbrances in the acquisition, management and disposition of land rights.
  • Reviews and processes public utility easements for acceptance and recordation with the County.
  • Processes Abandonment's and Encroachments on city property with legal action to protect ownership and economic use; settles land/improvement construction damage claims.
  • Prepares necessary documents to effect title changes.
  • Makes appraisals of properties and reviews independent appraisals to determine market value assessing maximum economic benefit in securing properties for City use.
  • Reviews engineering plans and property maps to determine extent of property requirements for public utility easements.
  • Negotiates with property owners, in person or through correspondence, to establish terms and conditions of property conveyances.
  • Recommends settlement terms and courses of action to City departments and officials.
  • Investigates sites, buildings, and prevailing rates in the area of desired location; gathers sales, zoning, assessment valuation, improvements, tax and other pertinent information for use in developing appraisals.
  • Negotiates major lease documents, sales, contracts, and other agreements; prepares outline and lease terms for attorney's use.
  • Interfaces with legal counsel on litigation for condemnation, land disputes, resolution of legal problems; provides expert court testimony.
  • Coordinates the disposition of real property interests. 
  • Maintains records and prepares a variety of reports.
  • Negotiates with multiple-owners, individuals, large companies and utilities.
  • Performs related duties and responsibilities as required.

Experience: Equivalent to journey level real property appraisal, negotiation, acquisition, and/or relocation experience, including knowledge of related federal, state, local laws, regulations, and policies and procedures. 
Knowledge of: Principles and practices of real property appraisal, title, and escrow activities; applicable Federal, State, and local laws, regulations, and policies related to eminent domain, easements, right-of-entry, real estate title, and other right-of-way technical, legal and financial activities; principles and practices of real property appraisal, negotiation, acquisition, relocation, economics, and law as it relates to property buying, selling, leasing, easements, and related matters. 
Ability to: Properly interpret legal descriptions of property and make appropriate decisions in accordance with laws, regulations, and policies; communicate effectively, orally and in writing; research land records sources; understand and interpret engineering plans, maps, surveys, and legal documents; negotiate with property owners and parties of interest in property and explain policies, plans, and interests affecting properties.

License/Certification Required: Possession of a valid California Driver’s License by date of appointment.

Environment/Working Conditions
Environmental Conditions: Work in an office environment.  May be required to perform field assignments. 
Physical Conditions: Due to the nature of work assignments, incumbents must be able to perform in an office environment utilizing modern office equipment and technology and may require sitting for prolonged periods of time using a computer. The incumbent stands, walks, and may twist, reach, bend, crouch and kneel. An incumbent must be able to meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.
