Under general supervision of the Assistant City Manager, the City Engineer will be responsible for daily activities in management and assessment of Capital Improvement and Development Programs. This position will manage the engineering plan review process for private land development projects, participate in pre-development meetings and review proposed land development projects as a member of the Development Review Committee. The City Engineer will coordinate the operations of assigned staff, on identification and design of projects and evaluate the impact of development on existing infrastructure. This position will work closely with the Public Works Director in assessing and evaluating engineering design needs for long-range planning. 

  • Provide professional engineering expertise in the design and construction of major civil engineering projects. Review, evaluate and approve a variety of engineering and construction documents, including drawings, plans, designs, contract documents, technical specification, cost estimates, environmental documents and reports.
  • Assess current practices and engineering, construction, and development processes to implement an appropriate system of policies, internal controls, and procedures.  
  • Review and assist in the development and maintenance of CAD and GIS mapping for city-wide inventory of infrastructure.
  •  Provide directions to consultants regarding the review and approval of plans, construction specifications, details, and reports for private development and capital projects. 
  • Oversee long-range planning for engineering and capital projects and overall project preparation and coordinate all engineering functions. 
  • Manage all phases of private development and capital projects. Ensure as-built records of completed projects are correct and properly stored. 
  • Monitor and evaluate the quality, responsiveness, efficiency and effectiveness of engineering and construction project management, delivery methods and procedures, and work with employees on the continuous improvement of engineering and construction project management services.
  • Manage the administration of engineering agreements and construction contracts. Review and recommend the approval of agreements and construction contracts prior to execution.
  • Evaluate and respond to technical inquiries from inspectors, consulting engineers, developers and contractors. Investigate and respond to inquiries and complaints; review development plans for compliance with City standards; coordinate with developers, contractors, and other City staff.
  • Supervise staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
  • Manage and participate in the development of the division’s budget. Forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditure; and implement budgetary adjustments, as needed.
  • As a member of the Development Review Committee, attend pre-application meetings, provide directions to applicants on their projects, and review applications to ensure they are consistent with the City’s standards and engineering practices.
  • Attend pre-construction conferences; visit project sites, review construction, negotiate and recommend change orders; and attend final inspections.
  • Attend City Council, Planning and Zoning Commission meetings; prepare and make presentations.
  • Prepare special engineering studies and reports; conduct comprehensive studies for planning future expansions including streets, utilities, flood control systems and other public works projects. Prepare analytical and statistical reports on engineering operations and activities.
  • Manage and enforce floodplain regulations for the City of Anna. 
  • Act as the Americans with Disabilities Act (ADA) Facilities Coordinator to evaluate plans for compliance, review complaints and resolve ADA compliance issues.
  • Manage the civil plan review process for private development, including primary plans examiner for engineering plan review; conduct site inspections as required, for both private development and capital projects in all construction phases. 
  • Represent the city during meetings with local, regional, state and federal officials and agencies. 
  • Travel to attend meetings, conferences and training.
  • Establish and coordinate a variety of special projects to improve the efficiency and effectiveness of engineering programs, provisions, processes, and procedures.
  • Perform any other duties as assigned. 

Bachelor of Science degree in Engineering, Engineering Technology, Mathematics, or other science approved by the Texas Board of Professional Engineers, plus 8 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience.

Must possess a Professional Engineering License in the State of Texas or can obtain within 6 months of employment.

Engineer-in-Training certificate and/or successful completion of the Fundamentals of Engineering Exam for the State of Texas is required.

AutoCAD, GIS is preferred.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS

Regular use of highly complex machines and equipment; specialized or advanced software programs.

May involve some travel and/or work is at times, in the evening or during the night hours. Salary : $112,229 - $140,769
