Under general supervision of the Director of Development Services, the Senior GIS Analyst develops complex web mapping and analytic products using programming, templates, and APIs. Writes complex queries and scripts designed to automate processes and integrate with business data. Performs complex spatial analysis to help business owners solve problems and make better decisions. Works within an enterprise GIS environment and supports its functionality and effectiveness.
Bachelor’s Degree from an accredited college or university in Geography, Computer Information Systems, or related field and a minimum of six (6) years’ experience as a GIS Analyst or similar position.
Documented experience using ArcGIS products, Microsoft Power BI, SQL, Python, and Microsoft Office.
Geographic Information Systems Professional (GISP) Certification is required.
Must possess a valid Class "C" driver’s license when hired.
Must pass a pre-employment drug screen, criminal background check and MVR check.
SOFTWARE SKILLS REQUIRED
Intermediate: Database, ArcGIS desktop, ArcGIS Pro, ArcSDE, ArcServer, Python, SQL, and Microsoft Office Products.

- Perform complex geospatial analysis and develop complex solutions that help departments decipher data significance for intelligent decision-making, by applying location intelligence to business data.
- Oversee the development of GIS policies and procedures, training material, and documentation.
- Establish procedures for GIS operations and maintenance; monitor operations to ensure compliance with established policies and procedures; and serve as liaison to vendors, consultants, and other agents.
- Administer and maintain the GIS system including regular maintenance.
- Oversee the creation, input, editing, and maintenance of data.
- Establish standardization protocols for the maintenance or analysis of spatial data in the Geo database; support spatial data maintenance and usage of the City's GIS.
- Fulfill complex geospatial product requests using spatial analysis tools and documents resolutions
- Oversee the development, implementation, and maintenance of all City maps.
- Provide staff support with all ESRI products and maps.
- Oversee the use of GPS units and assist with post-correction of data.
- Develop and oversee software lifecycle management plans for the enterprise GIS, ensuring systems are on current releases and continue to meet the city’s technology and security standards.
- Create and maintain documentation on all systems, business processes, policies, and training material.
- Perform long range planning for GIS by staying up to date with emerging geospatial technologies, software development standards, basic security, and infrastructure management.
- Maintain relationships with entities with whom the City has vendor and Inter-Local Agreements. Participate in detailing the scope of work and responsiveness requirements.
- Maintain an elevated level of technical skills and knowledge to maintain proficiency in the latest technologies in GIS and the IT infrastructure required to support it.
- Conduct research on hardware and evaluate new, specialized, and/or enterprise software applications for appropriateness and usability as a supplement for GIS efforts and to make purchasing decisions. Assist with developing the department budget to accommodate the future growth and needs of the city. Manage the acquisition of hardware and software components necessary to plan, design, implement and maintain the City's Enterprise GIS.
- Collaborate with departments and other stakeholders to find ways to integrate GIS into their current business processes to improve their operation, make tasks easier, and find better solutions for their varying needs.
- Respond to inquiries and resolve complaints from the public.
- Regularly attend conferences and training as necessary to stay current with industry trends, to maintain relationships with GIS professionals, and to maintain and improve industry knowledge and skills.
- Perform any other related duties as required or assigned.
