DESCRIPTION
The Utility Billing Clerk provides and performs entry level tasks in response to customer billing inquiries, complaints, or requests. Maintains and manages customer accounts and performs related work as required under general supervision. This position will also assist with Municipal Court function when needed.
EXAMPLES OF DUTIES
- Identify and respond to customer inquiries regarding utility services, account activity, and billing questions.
- Process routine entry level changes and corrections in billing system to support accurate and efficient billing process.
- Process utility applications for creation of new accounts or discontinuing current accounts; process extension requests.
- Process utility deposits and cash receipts with accuracy and conformance with procedures.
- Perform entry level clerical, analysis and data entry related to payments received and customer accounts; open, close, and transfer accounts and perform adjustments to accounts.
- Create work orders for meter services and assist in reviewing readings.
- Accept multiple payment methods with accurate cash handling techniques.
- Research, investigate, and monitor utility account transactions to respond to customer inquiries concerning billings, payments, fees, adjustments, disconnects, rereads, and consumption issues.
- Review, revise, and create processes and procedures as necessary; provide exceptional customer service and assist with billing issues and questions.
- Perform various collection and customer service activities to include contacting customers by phone, making payment arrangements, correcting and resubmitting invoices to internal and external collection department.
- Utilize accounting debit and credit principles to evaluate account payables and receivables to explain and evaluate account history.
- Exercise diplomacy and professionalism and maintain strict confidentiality in accordance with Red Flag rules.
- Monitor, research, and review customer accounts and resolve complex billing issues.
- Prepare clear and concise spreadsheets and correspondence at a basic level.
- Process new trash bins monthly.
- Sort utility inbox and mails daily, pick-up monthly.
- Perform any other related duties as required or assigned.
TYPICAL QUALIFICATIONS
High school or GED, plus 1 year in billing, customer service, data processing, clerical/administrative, or related work experience or equivalent combination of education and experience.
Basic: 10-Key, Accounting, Spreadsheet, Word Processing/Typing is required.
Must possess a valid Class "C" driver’s license when hired.
Must pass a pre-employment drug screen, criminal background check and MVR check.
Bilingual in English and Spanish is preferred.
