Job Summary
Develops and maintains GIS data pertaining to but not limited to rights of way, easements, water distribution, sewer, stormwater, and traffic/mobility networks.
Essential Job Functions
Researches and interprets source documents such as civil engineering plans, maps, orthophography, topography, and legal descriptions, as well as entering data into the GIS using ESRI ArcPro software and other GIS software applications.
Maintains and updates City of Annapolis maps, including but not limited to water, wastewater, stormwater, right of way, easements, and other layers.
Uses GIS software functions to enter, edit, and update GIS spatial data, including points, lines, and polygons, and attribute data into databases or layers, following standard procedures. This includes conducting heads up digitizing.
Performs GIS data Quality Assurance and Quality Control. This includes conducting mapping research, in the field and in the office, to resolve conflicting information.
Researches, tests, and recommends modifications or customization of GIS software to maintain data integrity.
Designs, creates, and plots custom maps using ESRI ArcPro and related software for internal/external customers using geo-spatial data.
Qualifications
Knowledge of Geographic Information Systems (GIS) technology and principles, ESRI ArcGIS Enterprise, ArcSDE, MS SQL Server, ArcIMS, ArcGIS Server, and similar technologies.
Knowledge of local, state and federal regulations concerning the design and construction of public works and/or utility projects.
Ability to exercise judgment and creativity in situations involving complex logical query statements for GIS data manipulation and analysis.
Ability to effectively present information and respond to questions from City staff, contractors, and the public.
Minimum Qualifications:
Minimum 3 years experience using ArcPro (course-work and internships are acceptable under guidelines).
Possession of a valid Maryland driver's license or the ability to obtain same within 30 days of employment.
Consent to chemical substance screening consistent with mandated Federal, State, and City guidelines and programs, to include random tests for the detection of drug or alcohol use.
Employment Conditions
The work may require lifting ability to raise objects from a lower to a higher position or moving objects horizontally from position to position. Requires substantial use of upper extremities and back muscles and pushing ability. Employee may also be required to speak, walk, stand, bend, lift a manhole, or carry light items to include paper, books or files.
