Leads the Harbormaster’s team in execution of either the side or shoreside responsibilities. Supervises part time employees. Acts as the lead first line supervisor for seasonal employees, providing progressive discipline, direction, schedules and commendations..Trains staff in , incident response, and boat operation.. Supervises daily enforcement and boating education tasks. Creates and manages the budget, prepares financial reports, projects revenue and expenses, develops and implements financial strategies. Monitors and updates the Harbormaster’s web pages. Promotes the Harbormaster’s presence on social media. Manages the City’s annual mooring program. Creates and maintains standard operating procedures and Harbor policies... Applies for and manages grants. Handles complex customer service issues. Acts on behalf of the Harbormaster as required.
Essential Job Functions
Responsible for routine, shoreside operations, public relations, and completes moderate and high level financial tasks such as budget, revenue projections, grant management. Serves as Deputy Harbormaster when Deputy is absent. Serves as Harbormaster when both the Harbormaster and Deputy are absent. Maintains consistent standards of supervision, especially by working evenings and weekends
Issues and processes warnings and citations for violations of Title 15 of the City Code.. Supervises maintenance of all shoreside related supplies, equipment and facilities. Trains staff in incident response, boat operation, cash handling, and customer service. Maintains training records. Ensures staff are trained according to their knowledge skills and abilities with attention to the Harbormaster’s mission and priorities. Trains seasonal employees in office procedures.
Supervises operation of dock by placing visiting vessels where they best fit so as to maximize space, profits and customer satisfaction..
Maintains scheduling for charter dock;
Teaches and maintains customer service techniques with seasonal employees;
Supervises all employees deposit and collection; Consolidates daily work sheet and bank deposit daily;
Balances out Harbor revenues each month; Analyzes and forecasts budgets, revenue and grants.
Procurement responsibilities including purchasing, tracking invoices and payments, securing vendors and sourcing bids, monitoring operations accounts and transferring funds as needed.
Prepares biweekly payroll for all staff.
Facilitates the monthly schedule of all staff.
Performs updates website and social media accounts to keep information relevant and up to date to support customer needs.
Responds to citizens' questions about departmental policies and procedures;
Responsible for current mooring list and waiting list for potential permits;
Oversee the communication between the office, patrol boat, pump out boat, incoming vessels and employees with VHF radio, public works radio, and telephones;
Helps to plan and execute special events;
Helps plan and execute practical training exercises;
Completes vessel verification tasks and keeps training records;
Trains staff in , incident response, boat operations, and patrol procedures.
Assists the Deputy Harbormaster to maintain fleet of patrol vessels–supervise and train staff to complete preventative maintenance Trains employees in navigation and seamanship and vessel operations
Train employees: Incident response and scene management
Enforces state and federal boating law
Helps with impounds, tows and stores abandoned boats in accordance with state law
Responds to complaints involving debris, harborline violations, noise, etc.
Prepares for and testifies in court
Creates incident action plans. Liaison with state and federal agencies. Meets with the Office of Emergency Management and Annapolis Fire Department to plan which entity is responsible for each task.
Manages a team of 30 Part Time Employees -Selects candidates for hire, completes onboarding paperwork, manages employees work product and documents insufficiencies.
Uses progressive discipline when necessary and retrain or terminate employees as needed.
Full operations extend from 7 am to 9 pm, 7 days a week, during the boating season–May through October -Required to work most holidays (4th of July, New Years etc.) and extended shifts.
Assists in maintenance of fleet of patrol vessels–supervise and train staff in preventative maintenance
Trains employees in navigation and seamanship and vessel operations Protect life, property, the environment and evidence during the early stages of an emergency when first on the scene at a water-related incident, until such time that fire or police or more highly trained personnel arrive.
Trains employees: Incident response and scene management
Maintains 76 transient moorings–schedule regular inspections and hardware replacement Collect docking fees for transient vessels
Gives public presentations at City Council, special committees, public forums
Solves complex customer service issues–similar in nature to complaints at a busy hotel.
Subject to random drug screens per DOT requirements
Enforces City ordinances
Responds to complaints involving debris, harborline violations, noise complaints
Leads, plans and performs nighttime patrols, especially during Boat Shows
Prepare for and testify in court.
Train employees to write concise, chronological reports that document violations, enforcement efforts, and incidents.
Applies for and manage grants to fund improvements and upkeep of docks, mooring balls and street end parks
Attends public outreach and work to gain consensus on waterway improvement projects.
Applies for and manage grants to fund a mobile pump-out boat Train employees to perform pump-outs safely and effectively
Manages RFPs for large contracts to install and maintain marine equipment and facilities
Applies for and manages a derelict and debris grant that allows the team to respond to and remove debris and derelict boats.
Plans for tropical storms, floods and hurricanes. Inform the public about how to minimize danger to life and property.
Tows Barges from West to Severn River and return for New Years and 4th of July.
Create incident action plans. Liaison with state and federal agencies. Meets with the Office of Emergency Management and Annapolis Fire Department to plan which entity is responsible for each task.
Installs buoys to create exclusionary zones, temporary channels for orderly management of vessel traffic.
Enforces exclusionary zones -Communicate on 2-5 radio frequencies to coordinate efforts between multiple entities
Takes VIPs out as requested. -Meets with the press as needed.
Works during following special events: 4th of July Fireworks, Blue Angels/USNA Commissioning Week, New Years Eve Fireworks, Parade of Lights, Eastport vs. Annapolis Tug-of-war, Singer Songwriter Festival, Tall Ship Uprigging, Military Bowl, Rockin’ the Harbor Poker Run, Wooden Boat Rendezvous and Race and the Annapolis Triathlon.
Adept at using Google products, Microsoft Office products and related computer software/platforms.
Qualifications
Knowledge, Skills and Abilities:
Good knowledge of practices concerning the operation of a harbor facility;
Good knowledge of Federal, State and City laws, regulations and procedures;
Comprehensive knowledge of office terminology, procedures and equipment and of business arithmetic and English;
Some knowledge of the principles of governmental organization and administration. Knowledge of incident response priorities. Good knowledge of bookkeeping;
Skill in conducting search and rescue
Ability to collect and account for fees; knowledge of the use of tide and current tables and effect of weather conditions;
Ability to supervise the work of others;
Ability to keep records and make reports.
Ability to read maps and demonstrate spatial relationships

Minimum Qualifications:
- Valid Maryland Driver’s License.
- Proficiency in Small Boat Operations certification or equivalent.
- First Aid/CPR certification required, or the ability to become certified within 6 months of hire.
- Possession of a valid Merchant Mariner Credential (MMC) with relevant endorsements, or ability to obtain credential within one year of hire. Additional maritime certifications preferred.
- Proficient in Microsoft Office platforms
- Experience with Quickbooks or relevant accounting platforms
- Subject to random drug testing
- Excellent knowledge of State and Federal boating law and of local ordinances
- Weekend, holiday and evening hours required

Preferred Qualifications:
Additional maritime safety certifications preferred
Graduation from an accredited college or university with a bachelor’s degree. Alternatively, equivalent experience in the maritime industry may be considered in lieu of a degree, with at least 3 years of relevant experience.
At least 2 years of relevant supervisory experience.

The physical demands of this position are considered to be: Heavy (50 to 100 pounds

PHYSICAL REQUIREMENTS INCLUDE
Dynamic standing required while operating a vessel, standing watch, patrolling docks, clearing debris, inspecting equipment. Walking and standing on uneven, slick and moving surfaces required while towing, inspecting, operating vessels.
Ability to operate various types of motor and sailboats; ability to withstand working outside in all extreme weather conditions; ability to operate a vehicle; ability to operate standard office equipment including copier, computer, fax machine, etc.; ability to reach into file drawers in standard four-drawer filing cabinets.
Hearing ability: sufficient to hold conversation with other individuals in person and over the telephone and radio.
Speaking ability: sufficient to communicate effectively with other individuals in person and over the telephone and radio.
Climbing and balancing when moving from boat to dock or boat to boat.
Ability to multitask, divide attention and stay abreast of technological advances.

The employee is required to walk and drive. Specific vision abilities required by this job include close vision and the ability to adjust focus. During the course of daily work, the employee navigates uneven and/or slippery ground and may be required to climb, stoop, or crawl short distances. When responding to emergencies at the Harbor, work may be strenuous or dangerous. Employees assigned to this position are subject to chemical substance screening consistent with mandated Federal, State and City guidelines and programs to include drug and alcohol testing.

WORK ENVIRONMENT
Exposure to extreme temperatures: Exposed to high and low temperatures while operating vessels year round. Exposed to normal Mid- Atlantic seasonal changes and temperatures to include frequent temperatures in the 90s (°F) to ice conditions below 28 (°F).
Vibration: Vibration occurs when using power equipment such as power tools, or while operating or riding on boats.
Light: Duties may be performed at night or during times of decreased visibility.
Noise: Exposed to loud loud noises from boat engines, wind and power tools.
