DescriptionTECHNICAL INSPECTORPURPOSE : Under the direction of the Fire Marshal and supervision of the Building Inspection Supervisor, the Technical Inspector shall perform and document the result and instructions of each inspection performed for all structures, their systems and site work on all construction projects to assure compliance with all applicable Federal, State, County, and City codes, ordinances and regulations.RequirementsESSENTIAL DUTIES AND RESPONSIBILITIES : Assists citizens and contractors with the obtainment of construction permits. Determines and conveys both contractor license and project plan requirements based on project scope, code requirements, zoning ordinance requirements, historical requirements, floodplain ordinance requirements, and other applicable rules, regulations, and laws. Verifies that contractors and subcontractors possess required business and professional licenses prior to issuance of permits. Researches property tax records to verify ownership and other applicable information that may be needed. Performs and assists in the performance of construction plan reviews and communicates plan deficiencies to plan review team members and design professionals in a professional, clear, concise, and timely manner. Performs and assists in the performance of technical inspections (building, electrical, plumbing, HVAC, and final), business license inspections, residential rental property inspections, and other inspections as required to confirm compliance with adopted construction codes. Works with property owners, contractors, and subcontractors to correct code violations found during inspections. Issues and assists with the issuance of Stop Work Orders when work has been or is being performed contrary to construction to code requirements, rules, regulations, laws, etc. Understands and enforces provisions of the Anniston Zoning Ordinance, Anniston Alabama Code of Ordinances, Anniston Flood Damage Prevention Ordinance, and Anniston Subdivision Regulations. Prepares letters, e-mails, written reports and logs, and other correspondence in a clear and concise manner. Participates in meetings with citizens, design professionals, contractors, subcontractors, developers, etc. as needed. Attends meetings of and provides assistance to the Planning Commission, Zoning Board of Adjustments, Historical Commission, Building Code Board of Appeals and Adjustments, and other Boards, as needed. Attends City Council meetings as needed. Enforces laws, rules, and regulations pertinent to a variety of state and federal boards and agencies and notifies them of violators of their respective laws, rules, and regulations and assists with their related casework involving those violators. Present testimony in a court of law when required. Works in harmony with all other city departments as needed. Provides technical assistance to the Community Development Department as needed. Attends and participates in CEU seminars to maintain required certifications. Performs other duties as assigned by Building Inspections Supervisor, Fire Marshal, and / or City Manager. Performs other duties as assigned.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES : Knowledge of structural, electrical, plumbing, and mechanical codes, theories, and practical applications. Ability to read, comprehend, and interpret blueprints, technical specifications, bulletins, codes, ordinances, flood maps, etc. Ability to explain and discuss codes, ordinances, and procedures to individuals and groups. Possess writing skills to accurately complete records, reports, and letters using correct punctuation and grammar. Math skills to calculate basic geometric and algebraic problems. Possess basic computer skills to include proficient usage of internet, word processing software, and spreadsheet software. Ability to remain calm in adverse situations. Ability to act firmly and tactfully with the general public. Ability to research codes, ordinances, and procedures to clarify misunderstandings. Ability to inspect on site construction activities. Ability to work outside under a variety of weather conditions. Willing to work extended hours and weekends as necessary to complete work within specified time frames. Willing to travel to attend seminars, classes, workshops, etc.MINIMUM QUALIFICATIONSGraduation from an accredited high school or possess a GED. Licensed as an Electrical Contractor by the Alabama Electrical Contractors Board; or licensed as a Master Plumber by the State of Alabama Plumbers and Gas Fitters Examining Board; or licensed as an HVAC Contractor by the Alabama Board of Heating, Air Conditioning & Refrigeration Contractors; or five (5) years verifiable experience in the enforcement of construction technical codes, or five (5) years verifiable experience in a managerial role in the electrical, plumbing, or mechanical trades. Possession of or ability to become certified within one (1) year of employment as an International Code Council (ICC) Property Maintenance & Housing Inspector, and as both an ICC Residential and Commercial Electrical Inspector, Plumbing Inspector, or Mechanical Inspector. Must maintain a valid Alabama driver's license and all ICC certifications throughout employment. May be required to obtain and maintain additional certifications as deemed necessary.
