GENERAL DESCRIPTION

This position is responsible for carrying out high level duties, such as, planning, budgeting, organizing, coordinating, evaluating, and directing the municipal operations of the public services department. This position reports to the City Administrator.

ESSENTIAL JOB FUNCTIONS

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

  • Prepares annual improvement plan, long-range schedules; organizes, budgets, and directs municipal public services and recreation activities and functions. Prepares budgets and develops plans and procedures to ensure smooth and efficient department operations. Controls expenditure of budgeted funds. Exercises direct authority over all department functions and personnel, in accordance with approved policies and procedures. Coordinates duties and prepares or reviews and approves operation reports and budgets for the various divisions.
  • Prepares information and presents to Council on intricate issues regarding Utilities Operation, challenges, and funding requirements. Works closely with commissioners on infrastructure issues or concerns.
  • Responsible for all personnel matters, including recruitment, corrective action, training and development, employee relations, and safety.
  • Responsible for the administration, operation, maintenance and expansion of City Water, Wastewater, Reuse Facility, Sanitation, Engineering, Administration, Streets, Fleet, and Stormwater Operations. Reviews job layout and cost estimating duties.
  • Recommends specifications for major equipment and material purchases. Consults with subordinates and schedules recurring maintenance for efficient and economical performance.
  • Design, permit and prepare specifications and manage construction activity for water, wastewater, stormwater and roadway projects.
  • Responsible for ensuring complaints are investigated and that appropriate action is taken to resolve the problem in a timely manner. Answers customer concerns as related to Utilities.
  • Reviews and / or prepares personnel actions including hiring, reviewing of job performance, evaluations, discipline of employees and terminations. Organizes, directs and evaluates activities of personnel in the divisions, including training programs. Develops and executes department policies and procedures.
  • Reviews site plans and utility construction plans. Maintains compliance with regulations of the Florida Department of Environmental Regulation, St. Johns River Water Management District, Environmental Protection Agency, and other regulatory agencies.
  • Addresses emergency situations, as they occur and follows proper procedures and protocol
  • Coordinate grant preparation and execution; tracks all grant deadlines and progress; keep abreast of rules and regulations, submit appropriate reports.
  • Reviews and approves departmental payroll and Council agenda.
  • Maintains a on 24-hour on-call status, if problems should arise needing their expertise.
  • Uses office equipment, such as, computer, laptop, telephones, etc.
  • Performs any other duties or tasks that may be assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Thorough knowledge of the principles, practices and procedures of maintenance, construction and repair as it applies to municipal public services activities. Thorough knowledge of materials, supplies and equipment used in public services.
  • Thorough knowledge of the laws and regulations relating to the planning, construction and operation of various public services facilities.
  • Knowledge of modern methods and techniques of civil engineering as it applies to the design, construction and maintenance of public services facilities.
  • Knowledge of safety rules and regulations. Knowledge of regulations of Federal, State, and Local regulatory agencies, (i.e., FDER, Orange County Pollution Control, EPA, etc.). Extensive knowledge of water, wastewater, sanitation, and stormwater facility construction, operation and maintenance.
  • Ability to design, prepare specifications and permitting for water, wastewater, roadway paving, stormwater and drainage projects.
  • Familiar with guidelines for using consultants and contractors on projects.
  • Ability to plan for improvements in municipal public services systems.
  • Requires ability to work efficiently, effectively, and in a timely manner; ability to understand verbal and written instructions and to communicate effectively both verbally and in writing;
  • Ability to follow city policies and procedures; ability to use proper judgement regarding safety practices; ability to produce appropriate amounts of work and demonstrate initiatives in completing work tasks with a minimum of supervision and a high degree of integrity.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments, and agencies. Skilled in managing personnel issues and communicating with Human Resources and Risk Management.
  • Ability to actively listen, comprehend, and respond effectively.
  • Knowledge of departmental budgeting, procurement, and grants management.
  • Ability to plan and schedule, coordinate and review the work of subordinates in a manner conducive to full performance and high morale.
  • Ability to express oneself clearly and concisely, orally and in writing as will be called to make presentations to City Council and other groups from time to time.
  • MINIMUM QUALIFICATIONS

  • Bachelor's degree in Engineering, Civil Engineering Environmental Engineering.
  • Professional engineering (P.E.) license in the State of Florida required.
  • Seven (7) years of experience in utility and public works operations, including public administration, civil, water resources or environmental engineering, public administration, contract administration, and finance.
  • Valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.
  • An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.

    PREFERRED QUALIFICATIONS

  • Masters degree in Civil Engineering or Environmental Engineering
  • Three (3) years of supervisory experience.
  • JOB LOCATION

    All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.

    ADDITIONAL POSITION INFORMATION

  • Physical Requirements : Prolonged periods of sitting, standing, walking, bending, and working on a computer, pushing / pulling up to 10 lbs., and lifting up to 10 lbs. Occasional digging, bending, and reaching over head.
  • Environmental Conditions : Exposure to extreme weather or temperatures, strong odors, toxic agents, smoke / dust / pollen, humidity, animals / wildlife, electrical currents, bright / dim lights, noise, machinery, and vibrations.
  • Sensory Requirements : Some tasks require the ability to perceive and discriminate sound, color, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
