Assists the Director in managing and coordinating the operations of the Community Development Department. This includes overseeing building permits, plan review, and inspections, code enforcement, animal control, planning and zoning, marijuana and alcohol business permits, and historic preservation; and serving as the Community Development Director in the Director's absence. This role involves policy implementation, staff supervision, and strategic planning to support the City's development goals.
EXAMPLE OF DUTIES
Essential Functions: · Assist in the management and supervision of department staff, including building inspectors, code enforcement officers, animal control officers, and administrative personnel.· Oversee the processing and issuance of building permits and ensure compliance with applicable codes and regulations.· Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.· Plan, direct, coordinate, and review the work plan for building inspections, code enforcement and inspection services; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.· Select, train, motivate and evaluate inspection personnel and Code Enforcement; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.· Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.· Provide responsible staff assistance to the Community Development Director as well as other senior staff and departments.· Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to inspection and code enforcement programs, policies, and procedures as appropriate.· Supervise code enforcement activities, ensuring city ordinances are upheld regarding property maintenance, zoning, and public safety.· Manage animal control operations, including responses to animal-related complaints and enforcement of animal welfare laws.· Facilitate planning and zoning initiatives, including reviewing development proposals, zoning changes, and comprehensive planning projects.· Administer marijuana and alcohol business permitting processes, ensuring compliance with city and state regulations.· Support historic preservation efforts by coordinating with relevant committees and community stakeholders.· Develop and implement department policies and procedures to enhance operational efficiency and public service.· Prepare reports, presentations, and policy recommendations for the Director and City Council.· Serve as a representative of the Community Development Department in public meetings and with external organizations.· Perform other duties as assigned by the Director of Community Development.
