This individual will independently perform tasks where incorrect decisions or actions could result in serious risk of physical harm to operator(s), costly damage to equipment, health hazard to the public, or violations to State and Federal permits. Employees of higher classification may check progress of work and provide instruction on work involving unusual problems or use of unfamiliar equipment.Note : There is currently one vacancy being posted as either a level I or II depending on applications received. Per contract requirements, all internal candidates who meet minimum qualifications will be provided an interview. This position is open until filled, but interviews will take place throughout the recruitment process. Posted pay rates are effective 1 / 1 / 2025. Essential Duties Perform and assist with scheduled maintenance and other projects within the wastewater utility.Make periodic rounds to check general operations of the plant and lift stations. Log all abnormalities and observations and report to appropriate personnel.Assist in collecting lab samples, perform lab tests in accordance with established standard operating procedures, and enter data into the City's laboratory program.Operate all equipment according to the manufacturer's recommendation.Utilize asset management software to record and document work done and conditions of City assets.Monitor various equipment and processes and make changes as needed to keep process operational and prevent upset conditions.Investigate complaints to determine source of problem, make recommendations as required.Assist in the operation and maintenance of the wastewater collection system when needed.Assist in maintaining the Plant and the Biosolids Compost Facility in a neat and orderly fashion.Operate several types of equipment such as pneumatic, mechanical, electrical, and hydraulic systems.Utilize Supervisory Control and Data Acquisition (SCADA) system to track operational and plant process control trends.Operate various machinery and air / electrical power tools used within the wastewater utility.Perform or participate in the maintenance, repair and installation of sewer lines, manholes and other wastewater infrastructure as needed.Occasionally assist with the investigation of side sewer drawings, as-built drawings and other known documents to adequately complete underground locates of sewer system infrastructure.As required, perform related job requirements such as grounds keeping, painting and carpentry using standard hand tools and power equipment as necessary to maintain appearance of wastewater and water plants grounds and facilities.Participate in large projects and the resolution of emergencies with other staff as needed.Perform flagging and traffic control as needed.Respond to public inquiries in a courteous manner, provide information within scope of knowledge and refer to the employee's lead or supervisor as appropriate. On occasion, conduct public tours of the wastewater treatment plant.Attend meetings and training as needed.Respond to system emergencies and problems during and after normal working hours as needed, in a timely and efficient fashion, and be on call to respond to system emergencies.Predictable and regular attendance required.Knowledge, Skills and AbilitiesBasic knowledge and ability to read equipment instruction and maintenance manuals, drawings, schematics, and blueprints.Basic knowledge of methods and practices of preventive maintenance, troubleshooting and equipment malfunction diagnosis.Knowledge of safe work practices with high voltage equipment.Knowledge of lockout / tagout procedures. Ability to follow established lockout / tagout procedures.Solid working knowledge of math and chemistry and the specific applications of these in the wastewater treatment and laboratory.Ability to apply basic knowledge of wastewater treatment and collection to the wastewater treatment plant and collection system, equipment, and facilities.Ability to analyze situations correctly and adopt an effective course of action.Ability to perform all work in accordance with local, State, and Federal laws, rules, regulations and in compliance with all departmental safety policies and procedures. This includes using and wearing appropriate safety devices and equipment.Ability to operate a personal computer and various software programs including SCADA, HMI systems and asset management software.Ability to make rapid and sound decisions in the event of extraordinary situations such as equipment malfunctions or power outages, to ensure the quality of treated wastewater and protect public health.Ability to maintain records related to assigned activities.Ability to plan and organize work, meet schedules and timelines, and maintain asset management records related to assigned activities.Knowledge of occupational hazards, and safety practices and procedures applicable to assigned work.Ability to communicate clearly and concisely, and follow instructions, both orally and in writing.Ability to apply departmental policies and procedures.Ability to establish and maintain effective working relationships with superiors, department personnel, and the public.Must be able to learn to operate the SCADA system to monitor and maintain operations.Physical strength, stamina, and agility sufficient to perform manual labor or engage in continuous physical effort for extended periods.Excellent public relations skills Qualifications U.S. Citizen or legally eligible to work in the United States.High school diploma or equivalent.College level course work in a relevant field preferred.Six months experience as a wastewater treatment plant operator or in a similar position; or for a sufficient length of time to prove competency in the skill area.Valid Washington State Driver's License with a driving record acceptable to the City.A Class B CDL with Combination and / or Tank vehicle endorsement preferredValid Washington State certification as a Wastewater Treatment Plant Operator 1 or ability to obtain within eighteen (18) months.Flagger's Certificate, or ability to obtain within six (6) months.First aid and CPR certification, or ability to obtain within six (6) months.
