Administrative Analyst I

Under general direction, this position will perform billing audits of residential and commercial accounts to ensure accuracy; will oversee the commercial recycling permitting process and multi-family recycling; will track and maintain all contract management data; will assist in the preparation and administration of quarterly and annual contract reporting; will research and monitor information for trends and compliance issues; and will provide an exceptional customer experience.

ESSENTIAL JOB FUNCTIONS:
  • Responsible for the oversight of recycling efforts of multi-unit facilities and businesses
o Checks to ensure the multi-unit facilities and businesses remain compliant in offering recycling initiatives
o Ensures permitting of recycling centers and works with them to obtain and retain permits
o Partners with businesses, developers and the public to maintain awareness and compliance
  • Responsible for the oversight and management of multi-family recycling programs,
o Will ensure the recycling partners are permitted and properly licensed
o Will ensure the recycling partners are educated and visiting the multi-family units
  • Responsible for the data and information tracking for the landfill and gas well systems; and preparing reports on such findings.
  • Responsible for reading and analyzing contracts to ensure contract compliance.
  • Responsible for taking escalated calls from the call center, regarding:
o Missed trash
o Door side services
o Code citations
  • Maintains the programs billing system
o Gathers information from Water Utilities on new homes and accounts
o Gathers additional information from Republic regarding equipment needed for recycling
o Coordinates billing, shipping, scheduling and accounting processes related to solid waste and recycling contracts.
OTHER JOB FUNCTIONS:

  • Responsible for assisting with community events, providing information such as:
o Recycling and sold waste disposal
o Educating the importance of recycling efforts
  • Independently compose correspondence and compile complex, highly technical, confidential reports, requiring a thorough knowledge of city and departmental policies and procedures
  • Schedules appointments, coordinate meetings, and make travel reservations.
  • Will assist with grant sourcing and grant writing.
  • Manages daily office operations including answering phone calls and responding to emails in a professional and helpful manner


MINIMUM QUALIFICATIONS:
Knowledge Skills and Abilities Required:

  • Knowledge of the principles and practices of administration, organization, personnel management and contracting as applied to the public sector.
  • Knowledge of research and analysis methods, survey techniques, statistical and financial analysis.
  • Knowledge of state, local and city rules, codes and laws relevant to payroll and purchasing procedures.
  • Skill in utilizing software programs such as Microsoft Word, Excel, Access, PowerPoint.
  • Skill in making independent decisions with accuracy.
  • Skill in establishing and maintaining effective working relationships.
  • Ability to search, extract, compile, analyze, interpret and present data gathered from various database records.
  • Ability to present findings and make recommendations to management in written, verbal, and graphic reports.
  • Ability to plan, schedule, and monitor long-term, complex projects.
  • Ability to produce clear and accurate analysis and reports.
  • Ability to establish and maintain effective working relationships with other City employees.
  • Ability to drive a vehicle.
  • Ability to effectively read, write, and communicate in English.


Qualifying Education and Experience:

High School Diploma and two years of customer-facing experience; or an equivalent combination of education and experience is required.
