JOB SUMMARY :

Under the general direction of theGrants Manager, this position oversees and coordinates the overall planning,administration, and operation of multiple Community Development Grant Programsallocated to the City ofArlington. The position also oversees monitoring and compliance functions forthe HOME Investment PartnershipsProgram.

ESSENTIAL JOB FUNCTIONS :

Oversees programmatic administration of the Community Development Block Grant (CDBG), HOME, Emergency Solutions Grant (ESG), and other grant-funded programs to ensure that grant funds are maximized to meet community needs and administered to meet regulations and performance goals.
Coordinates planning, reporting, and contracting functions related to the preparation of the Consolidated Plan,Action Plan, Consolidated Annual
Performance and Evaluation Report (CAPER),plan amendments, and other reports.
Oversees the contracting process, including development and review of grant applications, contractor and subrecipientselection process, and development and negotiation of contract documents.
Effectively manages personnel to meet program objectives and goals.
Oversees HOME program compliance and monitoring, including scheduling and coordinating on site programmatic monitoring visits andensuring that applicable documentation is consistently maintained by subrecipients and Community Housing Development Organizations.
Oversees Davis Bacon project compliance.

OTHER JOB FUNCTIONS :

Assists with review of grant financial information, such as review and processing of reimbursement requests and monthly reconciliation ofgrant expenditures.

Coordinates project implementation and effectively builds working relationships with multiple City departments and outside organizations, such as HUD representatives, industry groups, local non-profits, contractors, and other existing andprospective subgrantees.

Creates and / or reviews written documents, correspondence, reports, brochures, graphs, charts, and presents information in a concise,professional, meaningful presentation to community groups, the general public, and City officials.

On a nontypical basis, may perform other additional duties not listed in this description that are in alignment with the scope of essential job functions.

MINIMUM QUALIFICATIONS :

Knowledge, Skills and AbilitiesRequired :

Ability tounderstand and interpret federal regulations governing the CDBG, HOME, ESG, andother grant programs.

Ability toanalyze financial statements, statistical reports, budgets, plans and researchdocuments to ensure compliancewith grant-funded programs.

Knowledgeof human resource practices to effectively select, supervise, mentor, andevaluate staff.

Ability tomake effective formal presentations to small and large groups.

Ability toeffectively communicate with contractors, non-profits, clients, and co-workers.

Ability tocommunicate sensitive information in a professional manner to clients andstaff.

Ability toconduct extensive research using the internet, federal, regulations, censusdata, and other resources.

Qualifying Education andExperience :

Bachelor's degree in the area ofBusiness, Accounting, Planning, Social Work or related field.

Four (4) years of grants managementexperience.

Two (2) years of staff supervisionand / or serving as team lead for large projects.

Experience in HUD programs or otherfederal grants.

Or an equivalent combination of education and experience.

Preferred Education and Experience :

Master's degree.
