JOB SUMMARY :
Under general supervision, supervisesteams to establish and administer a mechanical water / sanitary sewerpreventive / corrective maintenance program, which includes creating job plansthat will detail proper procedures for the completion of all preventative andcorrective maintenance issues.
ESSENTIAL JOB FUNCTIONS :
- Schedule, coordinate and monitor regular and emergency activities of subordinate personnel engaged in maintaining, repairing, and servicing process control mechanical systems associated with water treatment production and sanitary sewer infrastructure.
Select, develop, evaluate, and supervise subordinate personnel.
Investigate, develop, and implement changes in personnel, equipment, materials and supplies necessary to improve the mechanical section's productivity and efficiency.Ensure that water is treated daily including, all regulatory compliances with the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ).Communicate with supervisors, contractors, citizens, and other City departments to inform, resolve problems or advice regarding plant water / sewer system operation & maintenance, installation, or repair projects.Assist customers with complaints, perform field investigations, provide assistance with the monthly operating reporting submittals, monitoring wastewater lift stations and coordinate with Water Resource Services to eliminate or mitigate illegal discharges.As assigned, act as the Water Treatment Manager in that person's absence as well as cross-train in Treatment operations.OTHER JOB FUNCTIONS :
Prioritize capital project renewals and create documentation to support recommendations and decisions regarding mechanical system repair needs.Assist in determining fault, and settlement, prioritize repair needs, review consultant's recommendations, and determine if work should be completed by City personnel or outside agencies.Develop draft maintenance contracts by writing bid specifications, verifying invoices, process payment authorizations for signatures and oversee work of contractors and consultants.Keep abreast of new repair and treatment instrumentation and mechanical system rehabilitation Technologies.Present plant locations with single contact point to solve mechanical and maintenance design questions and issues.Plan procedures and operations sequence to develop and test experimental process and equipment.Visit construction sites to monitor conditions affecting capital design and implementation.Identify solutions to resolve technical design problems including process systems equipment used during construction.
Manage, and / or direct the management of multiple projects, maintaining project budgets and established schedules.Review and understand process and instrumentation designs, electrical online diagrams, engineering plans and specifications.Make policy decisions regarding treatment system workings and procedures.Monitor annual operations budget for Treatment Operations and Maintenance Sections, recommending expenditures for materials, equipment, and tools to complete assigned functions and ensure budget compliance.MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required :
Knowledge of office and administrative practices and procedures.Knowledge of supervisory practices and principles.Knowledge of Water Utilities operation, policies, procedures, ordinances.Knowledge of practices, tools, and equipment used in mechanical preventative maintenance and repairs.Knowledge of water treatment and wastewater collection processes and systems.Knowledge of function and assembly of mechanical equipment; safety procedures and equipment.Knowledge of basic math.Knowledge of Computerized Maintenance Management System practices and software.Skill in using PC Software including current Microsoft Office Suite of applications.Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.Skill with organization and attention to detail.Ability to balance and organize multiple tasks and projects.Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.Ability to work independently under general instructions.Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.Ability to operate a variety of office equipment including but not limited to PC, telephone, scanner, and copier.
Ability to prioritize deadlines and tasks.Ability to learn new systems and procedures quickly.Ability to plan, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.Ability to understand mathematical calculations involving fractions, percentages, and decimals.Ability to work within a set schedule.Ability to operate a motor vehicle.Incumbent is subject to fume / odor, dust / mites, chemical, toxic waste, mechanical, electrical, radiation and explosive hazards.Qualifying Education and Experience :
Associate's degree in chemistry, Biology, Engineering, Environmental Science, Business or related fieldTwo years supervisory experience in Water / Wastewater Treatment; OR any equivalent combination of education, licensing and experience is required.Possession of a valid Texas Motor Vehicle license, class C.Possession and maintenance of a Class "A" Water Operator license and a Collections license or ability to obtain within 6 months of eligibility is required.Pre-Employment Screenings Required :
