Works with the Executive Director of AURA in performing financial, technical, and project management functions for development and rehabilitation projects within urban renewal areas in the City of Arvada.

ESSENTIAL JOB FUNCTIONS

  • Implements and oversees the approval and development process for specific redevelopment projects. Activities include, but are not limited to, all phases of real estate development project management, analyzing project feasibility, developing and reviewing project budgets, monitoring progress on assigned projects, resolving issues, and coordinating project approvals.

  • Researches, develops, and manages agreements, contracts, bid requests, resolutions and legal documents to facilitate projects.

  • Develop and execute community outreach strategies to engage residents, businesses, and stakeholders in redevelopment efforts.

  • Participates in all phases of development programs on assigned projects, programs, policies and other strategic planning efforts.

  • Acts as a liaison between city departments, developers, contractors, and other interested parties and assumes problem-solving role for assigned projects.

  • Monitors, records and evaluates the accounting and budgeting of revenues and expenditures.

  • Monitors investment and checking accounts and makes or recommends decisions for optimal allocation of funds between accounts and/or financial institutions.

  • On a monthly basis, compiles, analyzes and reports data relative to financial status.

  • Coordinates and supports annual audit in cooperation with the finance department.

  • Ensures compliance with legal deadlines and required postings for all AURA Board meetings and public hearings. Attends all board meetings to record minutes, manage recording equipment and video conferencing hardware/software, and prepare public notices, board packets, and meeting documentation.

  • Organize, participate and communicate redevelopment goals and progress in public meetings, workshops, and presentations related to redevelopment projects.

  • Represent AURA at public hearings, community events, and stakeholder meetings.

  • Travels to active construction sites and follows all safety protocols while working in construction environments. Must be comfortable with site conditions, including noise, dust, heavy equipment, and uneven terrain.

  • Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.


ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES 
  • Strong knowledge of the principles and procedures of real estate development and project management.

  • Working knowledge of real estate and commercial financing structures, including public finance tools.

  • Demonstrated advanced skills in Google and Microsoft platforms.

  • Strong knowledge of media and community relations.

  • Ability to effectively speak in public to broad audiences on a range of topics.

  • Exercises discretion and maintains a high level of confidentiality, tact, integrity, and ethics.

  • Experienced in forming effective working relationships with public and private agencies and the public.

  • Basic knowledge of municipal accounting, financial and budgeting principles, and systems.

  • Basic understanding of accounting principles with the ability to understand and explain calculations.

  • Ability to effectively communicate information, both verbally and in writing, as well as determine the best approach to communicate complex information.

  • Ability to analyze problems, resolve issues and formulate recommendations.

  • Proficient in exercising initiative and judgment to make decisions within the scope of assigned authority.

  • Must be able to operate a motor vehicle.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

Exposure to routine office noise and equipment. Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal. Minimal exposure to hazards are typically found in general office environment where there is rarely to no exposure to injury or accident

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Education

Degree Type:  Bachelors Degree (BA, BS, BBA)Major:Business, Real Estate, Finance or related field    Required:  A combination of education and experience may be considered.

Licenses or Certifications

  • State of Colorado Notary Public Certificate or ability to obtain within 30 days. A valid Colorado driver’s license and acceptable driving record is required.

Work Experience

  • Five (5) years experience in development, construction, project management and public and private finance activities. Experience in media relations, public speaking, and community relations. 

Preferred 

Experience working for or with governmental agencies
