Position Purpose
Responsible for managing, planning, organizing, coordinating, directing, and supervising the work of the wastewater and stormwater collection systems of the utilities department.
Essential Job Functions
- Responsible for the successful management of the Wastewater and Stormwater Operations Division, which includes inspection, operation and maintenance of the city’s wastewater and stormwater systems, utility locates, underground damage prevention.
- Serves as Operator in Responsible Charge of the City’s wastewater collection system in accordance with CDPHE regulations.
- Ensures the City’s wastewater collection system maintains compliance with all state and federal regulations.
- Develops and/or participates in the development of staff work plans, measures, and tracks progress towards goals, prepares, and conducts timely and constructive performance appraisals.
- Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives.
- Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.
- Coaches, counsels, and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies, and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.
- Provides training and job enrichment opportunities and encourages professional growth and development.
- Develops, recommends, and initiates short and long term strategic operating plans and programs for the Wastewater and Stormwater Operations Division.
- Makes recommendations for staffing, budget allocation and performance measures for the division to the Director of Utilities.
- Establishes and documents policies and standard operating procedures to streamline business processes and increase efficiency and performance for the Wastewater and Stormwater Operations Division. Develops and maintains a system of Standard Operating Procedures.
- Plans and directs emergency operations and management of system failures.
- Coordinates system infrastructure project bidding and construction contract administration with engineering division.
- Manages infrastructure replacement, including prioritizing critical needs.
- Provide guidance and control over the division’s day-to-day activities.
- Responsible for managing contracts, requests for proposals, bids, and pre qualifications to support the Division activities.
- Delegate to utility supervisors the authority, responsibility, and accountability needed to successfully complete assigned projects.
- Establishes effective and positive working relationships with the division’s personnel, city departments, citizens, and other governmental agencies.
- May act on behalf of, and assume the duties of, the director of utilities in the absence of the director and represent the director at meetings and other official functions when so directed.
- Develops wastewater division operating budget, oversees expenditures from those funds.
- Provides input to the capital improvement program budget for system improvements.
- Oversees day-to day leadership activities, including effectively communicate vision and priorities, makes decisions and problem solves, delegates work, manages performance, hires, manage resources, develops others, and maintains a team culture to produce strong performance and positive employee and community member experiences.
- Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.

Knowledge Skills and Abilities
- Expert knowledge of wastewater and stormwater collection system maintenance programs, practices, procedures, planning, and administration.
- Solid experience in preparing and negotiating contractor and vendor contracts.
- Ability to exercise sound initiative and judgment as well as make decisions within the scope of assigned authority.
- Ability to prioritize multiple and changing work requests while meeting the many needs of the customers / users.
- Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
- Must be able to operate a motor vehicle.
License & Certification
State of Colorado Wastewater Collection Class IV certification OR ability to obtain within 6 months. A valid Colorado driver’s license and acceptable driving record is required.

Five (5) years’ experience in a related field with two (2) years’ experience in a leadership or supervisory capacity.

Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
