About our opportunity :
The City of Asheville is seeking qualified applicants for the Housing Grant Manager - HOME-ARP position in the Community & Economic Development department. This department is dedicated to fostering inclusive and sustainable growth in Asheville, working to address housing, economic stability, and community resilience. This grant-funded, time-limited position will manage the City's $4.7M allocation from the American Rescue Plan (), developing policies and programs to assist homeless and vulnerable populations. The position is expected to end in four (4) years.
What you'll be doing :
- Maintaining up-to-date knowledge of the HOME and HOME-ARP program regulations and requirements set forth by HUD.
- Design and implement an equitable process for distribution of HOME-ARP funding to include needs assessment, application process, and project evaluation.
- Develop, coordinate, and formulate internal and external program policy for HOME-ARP funds.
- Design and implement stakeholder consultations with area agencies and service providers whose clientele include HOME-ARP qualifying populations.
- Design and implement citizen participation in the development of the HOME-ARP allocation plan.
- Perform and / or coordinate Needs Assessment and Gap Analysis of the qualifying population and assess the unmet needs.
- Develop and seek Consortium and City Council authorization of the HOME-ARP allocation plan and production goals. This program and these funds will need to be coordinated with the Continuum of Care. Knowledge of Continuum of Care, both local and state, is preferred.
- Managing the electronic application process for HOME-ARP grants. This includes creation of an electronic application process, managing the inflow of applications, offering technical assistance to applicants regarding the online application, organizing and distributing applications to staff and Committee members as needed.
- Develops public communications for HOME-ARP fund processes and liaises with the Communication and Public Engagement () division to distribute communications.
- Manages HOME-ARP contracting process which includes review of incoming applications, evaluation of past performance with City funds, communication with grantees and applicants, and negotiating scopes of service and budgets for contracts.
- Initial financial and documentation review for all incoming HOME-ARP drawdown requests.
- Serves as primary point-of-contact for incoming department and technical assistance questions related to HOME-ARP and works to connect inquiries with a timely answer / information.
- Works as part of the Community Development Division team in all aspects of the annual community development cycle, including preparing and conducting applicant workshops, reviewing and evaluating applications, preparing HUD and Annual Plans and the Consolidated Annual Performance Evaluation Report (CAPER), as well as performing other work as needed to ensure a successful community development program.
- Monitor and evaluate recipients of HOME-ARP funding. This process requires planning, scheduling, conduction on-site or desk reviews, analyzing information, and recommending subsequent actions.
- Offering technical support to HOME-ARP funded projects to achieve compliance.
- Grant reporting as determined by HUD.
- Assist with other division tasks as directed.
- This job may have direct supervisory responsibilities.
