About the Opportunity
The City of Asheville is seeking qualified applicants for the position of Zoning and Noise Enforcement Officer. The purpose of this position is to perform inspection and enforcement work of a variety of land development ordinances and regulations, including the noise ordinance.
What you’ll be doing:Answers questions concerning zoning and noise regulations, explains and interprets division policies and procedures, and City ordinances and codes; provides education and outreach to the community in collaboration with other City and County departments.
Receives and reviews complaints; inspects and monitors properties for suspected zoning and noise violations reported by others or observed. Responses may include taking sound measurements in the field outside of normal operating hours
Research Zoning and Noise Ordinance to determine if a violation exists.
Uses City database and permitting system to track daily work and enter case notes.
Takes appropriate action(s) to correct the complaint(s) and follows up to confirm compliance, mitigation or resolution. Actions include protocols to satisfy the standards of the Unified Development Ordinance (UDO) and/or the Noise Ordinance.
Performs property and deed research to confirm compliance with City Ordinance
Interprets zoning maps, easements, and rights-of-way; conveys information concerning allowed uses in zones.
Prepares letters, Notices of Violations and Citations in the database as required.
Communicates verbally or by writing with violator(s) and person(s) submitting complaints.
Maintains records through the use of permit software and database for review and code enforcement cases.
Presents case information in court and at Board of Adjustment meetings as needed.
Maintains a comprehensive and current knowledge of applicable laws, regulations, and standards
Maintains all professional certifications required for the position
Maintains professional affiliations; and attends meetings, workshops, and training sessions as required.
Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; operates general office equipment.
Operates a motor vehicle or other equipment as necessary to complete essential functions.

Supplemental Functions:
Develop and facilitate presentations and workshops for groups with specific noise concerns.
Communicates with supervisor, other City employees, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review the status of compliance with mitigation plans, exchange information, or resolve problems; coordinates and partners with other divisions of the City on complaints.
Participates on the Noise Advisory Board as needed.
Hiring rate: $ 23.59 per hour

Education/Experience:
Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with one year of advanced study or training past the high school equivalency, with over one (1) year of Code enforcement experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Licensing and Certifications:
Valid North Carolina Driver’s License.
Become a Certified Zoning Officer and obtain the Community Noise Enforcement Certification within a reasonable time frame that coincides with staffing needs, budget and priority.
Obtain a Minimum Housing Certification within one year of hire date.

Work Schedule: 37.5 hour work week with some evening and weekend shifts depending on needs.
