General Description and Classification Standards:
Manages, coordinates, oversees, plans and conducts activities daily related to the Americans with Disability Act and Title VI Compliance for Hartsfield-Jackson Atlanta International Airport. Build and maintain a working relationship with the Federal Aviation Administration to ensure appropriate training and guidance are provided to the airport community. Works with internal and external stakeholders to help identify and mitigate travel barriers. Also, works to share information both internally and externally regarding construction projects that may impact routes for those travelling with a disability. This is an experienced managerial position charged with responsibility for one or more activities within a department. Position manages employees, typically with intermediate supervisors, or a smaller group of specialized professional employees. Areas of responsibility are typically unique within the department.

Under Emergency Preparedness, the ADA Coordinators should be involved in the process of preparing for and responding to airport emergencies to ensure that people with disabilities have access to these critical services. The ADA Coordinator should also be aware of the ADA regulations that affect readiness for emergencies for persons with disabilities and the importance of coordination among local, state, and federal agencies and first responders. Courses that meet the Emergency Preparedness requirement should cover the following topics: Collaborate with planning emergency preparedness and response activities considering the variety of needs of people with disabilities. Involving people with disabilities in identifying needs and evaluating effective emergency management practices. Notification. Evacuation (as required). Emergency transportation (as required). Sheltering (as required)

Supervision Received:
Normally receives guidance regarding overall mission, short-term and mid-term objectives, scheduling, unusual priorities, etc. but is free to set work methods, timetables, performance standards, etc. Typically, this position works closely with their perspective team and reports direct reports frequently.

Essential Duties and Responsibilities:
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Educate internal business partners and employees on the appropriateness of recommended accommodation.
  • Prepares and manages a portion of the annual budget for the airport; addresses a variety of revenue and expenditure factors such as communications, staffing, etc. projects revenues; researches and recommends and justifies budget to the upper-level management for approval, maintains accounting for budget, and approves purchases.
  • Prepares meeting agendas, meeting minutes, draft proposals, plans, and other documents; attends and facilitates a wide variety of meetings; creates and delivers presentations as requested.
  • Schedules, assigns, supervises, and participates in construction projects; reviews work efforts to ensure the completion of tasks; monitors and tracks the progress of assigned projects.
  • Maintains and promotes strong interrelationships with airport users, including leasing tenants, business and guest passengers, and the public.
  • Also maintains awareness of airport capacities and master plans.
  • Develops and executes internal/external strategic communications.
  • Ensures their airport complies with disability access laws and regulations
  • Works with the FAA for training and guidance
  • Provides oversight of new construction
  • Handles requests for auxiliary services and aids
  • Provides information about accessible programs and services.
  • Ensures reasonable accommodations are made for people with disabilities.
  • Defines effective communication under the ADA and clarifies the extent of Title II and Title III obligations to provide effective communication.
  • Identifies different types of communication that must be made accessible.
  • Takes proactive steps a community/organization should take to provide effective communication.
  • Applies effective communication obligations to different settings.
  • Establishes resources in the Civil Rights Connect System.
  • Provides regular training and outreach to ADA Coordinators.
  • Conducts airport compliance reviews.
  • Develops resources for airport operators, such as manuals, webinars, and conferences.
  • Provides analysis, research, and technical expertise in a specific area of personnel under general supervision.
  • Assists with projects that have a significant impact on the agency.
  • Serves as the primary Point of Contact (POC) for staff regarding ADA requests, inquiries, and concerns.
  • Prioritizes staff inquiries, complaints, and ADA requests.
  • Ensures appropriate processes are in place to provide for the prompt and equitable resolution of ADA complaints and inquiries from the staff regarding disability and accommodation requests.
  • Maintains a record of all disability and accommodation requests, issues, and resolutions.
  • Ensures the timely filing of all required ADA compliance reports.
  • Develops and implements internal measures and/or reports that inform DHS of the status of ADA compliance agency-wide.
  • Reviews, analyzes, and evaluates internal policies, procedures, and practices affecting people with disabilities in the workforce.
  • Participates in investigations of allegations of discrimination and non-compliance under the ADA and other applicable federal and state laws regarding discrimination based on disability and program accessibility.
  • Ensures appropriate processes are in place to provide for the prompt and equitable resolution of complaints and inquiries from DHS employees, as well as public compliance with the ADA and other applicable federal and state laws regarding discrimination based on disability and program accessibility.
  • Develops and facilitates ADA and disability awareness training for staff related to accessibility for and inclusion of people with disabilities, rights and responsibilities, meeting guidelines, reasonable accommodation, and resources and policies.
  • Maintains current information regarding ADA state and federal laws and regulations concerning the rights of people with disabilities and ways of providing accommodations while maintaining program performance standards.
  • Educates internal business partners and employees on the appropriateness of recommended accommodations.
  • Conceives, gains approval for, and supervises the execution of long- and short-term ADA enhancements.
  • Conducts quarterly meetings with the ADA Committee.

Decision Making
This position makes decisions inclusive of customer comments/concerns, financial related matters, and operational related matters. Coordinates and delegate impromptu tasks and necessary work that need to be completed as well as make adjustments to project schedules and individual stakeholder readiness efforts. Establishes work methods, timetables, performance standards, etc.

Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees engaged in a broad functional area. Areas of responsibility are typically unique within the department.
