The Compliance Environmental Review Specialist will report to the Grant Services Assistant Manager, Compliance (LEAD). Compliance Specialist General Roles and Responsibilities :
- Assist with City's HUD monitoring readiness
- Assist with responses to HUD review monitoring findings and concerns
- Provide staff and service providers with updated HUD guidance and regulations
- Ensure proper record-keeping of HUD related-related notices, policy alerts, and guidance
- Conduct sampling of ER projects for compliance
- Review and coordinate ER responses to complaints from service providers and program clients
Compliance Environmental Review (ER) Specialist
Ensure coordination of the environmental review process; collaborate and manage timelyenvironmental review communications, tracking, and archival of the final Environmental Review
Record (ERR) with CoA departments and external partners
Review projects for applicability and level of Environmental Review required : Exempt, CENST,CEST, Environmental Assessment, or Environmental Impact Statement
Review and assess documents assembled by developers, including project descriptions, budgets, acquisition documents, Phase I and Phase II reports, work specifications, maps, photographs, and other informationExamine projects for factors including airport hazards, coastal barriers, flood plains, air quality, contamination and toxic substances, endangered species, explosive and flammable hazards, farmland protection, historic preservation, wetlands protection, noise abatement and control, sole source aquifers, and relocation plansReview and assess Mitigation recommendations contained in Phase I and Phase II reportsPrepare additional Mitigation recommendations, as needed, based on findings; Prepare anEnvironmental Review Record (ERR) based on findings
Prepare Public Notice for an advertisement based on the EER; Review and assess comments filed during the Public Comment PeriodPrepare Findings of No Significant Impacts (FONSI) and Notices of Intent to Requests for Release of Funds (NOI-RROF)Provide instructions and guidance to developers. Assist City project managers with advice andrecommendations, status updates, and other technical assistance as may be required. Review
project proposals, contracts, and payments for compliance with Environmental and Historic Review requirements
Ensure that all associated files are tracked and stored per the established protocolPerform site visits for projects as requiredProvide ER analysis and report for each cycle of the Risk Tools Process, adherence to schedule,documentation completion, and storage for CDBG, ESG, HOPWA & HOME programs in preparation for monitoring activities
Monitor, conduct, and track technical assistance and compliance training for the City of Atlanta's Environmental Review and related processesCommunicate changes to regulations, best practices, notices, etc., promptly to compliance management and all impacted partiesResolve identified environmental compliance issues; identify issues and conducts research to find alternative solutionsLiaise with relevant regulatory agencies on ER-related matters requiring further investigation or clarificationAnalyzes federal, state, and local legislative proposals for impact on assigned functionsAttend and participate in professional work sessions; stay abreast of new developments withinassigned area of responsibility; maintain knowledge of federal, state, and local regulation

Minimum Education and Experience Requirements :
A bachelor's degree in Planning, Environmental Science, or a related fieldRelevant work experience with government entitlement programs or experience reviewingPhase I and II Environmental Site Assessments (ESAs) and National Environmental Policy Act
NEPA) Environmental Reviews and knowledge of environmental laws, regulations, and policies
Experience using the HUD Environmental Review Online System (HEROS)A degree can be substituted with relevant work experience within federal programmanagement, mortgage underwriting experience, loan servicing and intake, credit counseling,
banking, and national program management experience.
Driver's license valid at appointment and remain valid while in position.Preferred Education & Experience :
Master's degree in a related fieldAt least three years of direct experience in federal grants planning, environmental review, orproject management
