General Description and Classification Standards

The Program Management Officer (PMO) of Atlanta Department of Transportation will report to the Commissioner's office and work within ATLDOT to plan, organize, direct, and control the activities of the ATLDOT. This position will work within the Department's Program Management Services Office managing internal Department functions including organizational analysis, performance management, contract negotiations, external partnerships, and other special projects in partnership with the Commissioner's Office and the Offices Strategy and Planning, Engineering, Capital Delivery, and Transportation Infrastructure Management. Program Management Officer (PMO) not only serves as an internal support function, but also a critical thought partner for the Department.

This position will build strong partnerships within the Department to help foster a collaborative environment for both staff and the leadership team. Similarly, the PMO, will be positioned to develop strong working relationships with sister Departments, the Mayor's Office, and our external partners to help ensure the Department runs efficiently and effectively delivers the best possible outcomes for the City of Atlanta.

Supervision Received : Direction received is very general and focuses on end results and is typically collaborative in nature. Position plans own work and project schedules and sequences.

Essential Duties & Responsibilities :

  • Ensure ATLDOT has a high performing team that is consistently delivering the best results for the Department and the City Executes and coordinates key functions for ATLDOT with the ATLDOT Communications Chief.
  • Ensure the Departments contract renewal process including leading negotiations with key external partners to ensure that the Department can maximize the value of our assets and programs and the impact these assets and services deliver to citizens.
  • Overseeing the monitoring and maintenance of Departmental contracts including implementing systems to track obligations and negotiated terms to ensure vendors are fulfilling contractual requirements and delivering the intended outcomes.
  • Use data-driven analysis to proactively identify opportunities for operational improvement. This includes partnering effectively with Program Management staff and partners in other City Departments to understand performance drivers and develop actionable insights.
  • Work with Department leadership team to write or review ordinances and legislative papers as needed to support Departmental operations and improvement initiatives.
  • Oversee the Departments performance management program, ATLStat, including working with the Mayor's Office of Performance Management to streamline and optimize the highest impact metrics Monitor, direct, or personally perform special projects as assigned by the Commissioner's Office or in partnership with the other City offices.
  • Project management responsibilities include creating detailed project plans to ensure timely implementation of initiatives and special events, leading project meetings or facilitating project team interactions including managing scope, deadlines, and project budgets to ensure on-time delivery of solutions.
  • Develop effective tools to monitor and communicate progress of projects including training manuals, policy and procedure manuals, flow charts, implementation plans with milestones and concrete targets, and progress dashboards.
  • Produce clear, concise and consistent deliverables to communicate problems and recommendations with attention to presentation and potential audiences.

Qualifications

Minimum Qualifications - Education and Experience :

The ideal candidate is ready to work in a high-energy, openly collaborative work environment; have a history of demonstrable success in team and project management, and have demonstrated experience with analytic, strategic, and interpersonal skills.

Other qualifications include :

  • Bachelor's degree required. Degree in Business / Public Administration, Finance, Public Policy, or another related field preferred.
  • 5-7 years of project management, operations or consulting experience.
  • Experience in management, strategy or operational consulting preferred but not required.
  • Demonstrated experience in communications, marketing, and special events. Experience managing a team; preferably with hands-on experience working on developing staff and providing professional development opportunities. Experience delivering medium to large-scale projects on time and within budget Ability to effectively build relationships, communicate and interact with elected officials, management, employees, members of the general public and all other groups involved in the activities of the City as they relate to the City. Strong communication skills and the ability to assemble information, including written reports and documents, in a concise, clear, and effective manner. Exceptional problem-solving skills and the ability to make decisions under pressure; Strong attention to detail; Enterprising, resourceful results-oriented approach to work; and Ability to prioritize among competing needs and opportunities and manage multiple projects or work streams at the same time.

    Preferred Qualifications :

    Master's degree in in Business / Public Administration, Finance, Public Policy, or other related field 8 or more years of project management, operations, or consulting experience; experience in management, strategy or operational consulting preferred but not required.
