General Description and Classification Standards
Responsible for both strategic planning and day-to-day direction of assigned areas; Leads a very large and diverse staff; allocates budgeted resources as needed; establishes processes and procedures; gives appropriate and effective feedback to personnel and programs; holds staff accountable; ensures compliance with enterprise maintenance management systems software. • Supervise and evaluate assigned staff, address employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance evaluations
• Provide technical guidance and direction, recommends changes in policies and procedures, personnel/ personnel development
• Uses independent judgment and discretion in the management and handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems
• Has exemplary organizational, managerial, and technical skills required to supervise a department with that operates 24 hours a day, seven days a week
• Comply with local, state, and federal codes and standards by directing and monitoring the work of staff, vendors, and contractors Leadership Expectations
• Position has directional authority over a group of managers and provides high level coaching, and development for employees
• Provides guidance to a varied group of managers and supervisors, or may directly supervise a staff of professionals, and team leaders engaged in an organization-wide or policy-advisory activity
• Guidance should typically be general in nature and focus on objectives, results, and policies
• Candidate must be skilled in effective feedback for managers, and teams; develop and maintain metrics-based reporting and development tools to hold all areas accountable
Administrative Duties
• Oversee the employee support services and payroll, management of the fiscal budget, and finances.
• Interprets pay policies and stays current with changes in payroll laws
• Verifies compliance with federal and state payroll requirements
• Track monthly expenditures, execute necessary budget adjustments to ensure budget alignment. Dashboard, statistician and data collection
• Develop a comprehensive administrative business service program, including service-level standards to clearly define operational priorities
• Set Airport-specific targets and performance standards. Develop reporting measures to track performance
• Prepare the division's annual operating budget, develop budget justifications, and cost estimates; monitor actual performance, and expenditures
Communication
• Partner routinely with Airport's executive leadership and senior staff, departmental managers, and business representative's city wide on project-based assignments when necessary
• Participate in meetings with Department of Aviation personnel and Airport stakeholders creating and presenting information when necessary
Record-keeping and Documentation
• Maintain records, and supporting documents pertaining to aviation compliance; demonstrate best business practices Use data driven methodologies to predict, plan, allocate resource, and execute aviation business activities
• Perform a critical role in airport management and ownership by providing records of all business activities and performance metrics performed by the department
Quality Assurance
• Ensure all business functions are completed in a timely, efficient manner according to performance standards and best business practices
• Monitor, and control work performance, management, business, and technical systems
Knowledge, Skills and Abilities
Knowledge of all applicable laws, ordinances, policies, standards, and regulations governing airport management and operations to include budget, payroll, finance, personnel, office management, procurement, contract management, auditing, inventory, fleet management, data analytics, and financial planning; knowledge of organization and direction of department functions, and services in the operation and management of city airports; knowledge of aviation terms and communication phraseology.

QUALIFICATIONS
Minimum Qualifications Education and Experience

• Minimum of 5 years experience in accounting, finance, business, public administration, aviation management, or a related area; additionally, 5 years of management or supervisory experience
Preferred Education & Experience
• Master's degree in accounting, finance, business, public administration, human services, aviation management, or a related area plus
• Minimum of 7 years experience in accounting, finance, business, public administration, aviation management, or a related area; additionally, 6 years of management or supervisory experience
• Extensive experience managing processes and projects

- Provides functional and operational leadership to technical staff who are assigned to implement projects and/or conduct property assessments, develop recommendations for renewal and replacement projects, develop preventative and predictive maintenance programs
