MAJOR FUNCTION
Under general direction of the Customer Service Manager, Sr. this position is responsible for preparation of all utility billing activities, including distribution, adjusting bills, analyzing utility billing activity reports and exceptions report, set up utility billing accounts for City's current and future utilities. This position works independently and performs quality control on utility billing reports and related information; therefore, accuracy and efficiency are critical to performance.
ESSENTIAL FUNCTIONS
The following statements describe the principal functions of this job and its scope of responsibility but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. Perform bill edits and reading approvals for all exceptions. Audits all utility billing data and reports to ensure billing accuracy and makes necessary adjustments for corrections. Must be capable of identifying unusual consumption patterns and understanding all data points used to. Works with customers and customer service staff to resolve any billing errors and data corrections. Works with Inspections, Distribution and Customer Service staff to coordinate meter location codes and service requests. Works with appropriate field personnel to coordinate field visits with customers. Responsible for updating customer and account data information, which includes utility services, rates, charges, meter information, aligning customer with correct billing addresses. Sets up and maintains various account types in the utility billing system. Collects data and prepares reports. Posts calculated charges and reviews for accuracy. Generates and transmits monthly bills. Interprets ordinances and procedures and applies them where needed for utility billing. Reads, interprets, applies and explains codes, rules, regulations, policies and procedures. Provides information and assistance as well as preparing reports and responding to customer and vendor inquiries related to collections, bankruptcies and accounts that were written off. Demonstrates continuous effort to improve processes. Generates daily meter reading reports for service activity. Coordinates daily with the meter inspectors on changes in routes, service problems, utility turn-on and turn-off of service. Demonstrates the ability to calculate and explain bills, billing rates and consumption history.

CUSTOMER SERVICE
This is a position for providing excellent customer service to members of the general public and other City employees. Personal contact occurs with other employees of the unit, employees of other departments in the City, citizens, and customers of the department. Service is provided in person, by mail, and by telephone contact.
EDUCATION, EXPERIENCE, LICENSES, AND CERTIFICATIONS
REQUIRED : High school diploma required; and six (6) years of experience in utility billing environment.
PREFERED : Accounts receivable; general office and computer skills; data entry of new accounts and payments; cash drawer and cash balancing; problem solving and customer complaints; or an equivalent combination of education and experience. Licenses Valid Georgia Driver License.

Machines and Equipment This employee will be required to operate a computer, calculator, telephone, fax machine, copy machine, folding and postage machine, and other general office equipment in the completion of the tasks of the position.
PHYSICAL DEMANDS
While performing the duties of this job, the employee will frequently be required to stand, walk, sit, use hands to finger, handle or feel, talk or hear, and will occasionally be asked to lift up to 25 pounds. Vision requirements are close, distance, color, and peripheral vision, and the ability to adjust focus.
