General Description and Classification
The Shared Services Director is responsible for ensuring the required disbursements processes, namely payroll and accounts payable, are executed with proper internal controls and appropriate levels of review. The Shared Services Director identifies performance obstacles, and recommends process improvements, with the focus on continuously improving efficiency and service delivery to the City's stakeholders. This position is responsible for developing the accounts payable and payroll team members and determining future hiring needs; responsible for building effective cross-departmental working relationships and communication bridges with internal customers. This role also involves driving the timely resolution of escalated issues; determines, implements and communicates root causes and solutions to maintain positive relationships.
Supervision Received Direction received is very general and focuses more on long-term and short-term operating objectives. This is a policy-advisory level of management and would be considered ?middle" management.
Essential Duties & Responsibilities
- Provides general management and support of payroll and accounts payable processes.
- Coordinate the escheatment process of stale dated checks, ensuring a timely submission to the state.
- Manages and directs the City's Travel Advance process and reconciliation of expense reports.
- Ensures a timely distribution of 1099s and W-2s annually.
- Directs the preparation of information needed to respond to Open Records Requests, as needed.
- Develops the year-end accounts payable accrual.
- Manages a team of 18-20 staff, including 2 direct reports.
- Provides support to internal and external auditors.
- Demonstrate ability to drive process improvement, manage multiple priorities simultaneously, and meet firm deadlines and schedules.
- Lead project implementation
- Perform ad hoc duties as needed.

Ability to apply general knowledge across organization or discipline lines.
Minimum Qualifications
Education and Experience
Bachelor's degree in Accounting, Finance or related field from an accredited institution required.
Minimum 5 years of experience in accounting, payroll, and staff management experience.
Experience with process re-engineering and change management.
Strong analytical and facilitation skills.
Ability to provide objective input and provide a positive means / method for change.
Preferred Education & Experience
Knowledge of Oracle financial modules and city government operations is a plus.
