GENERAL SUMMARY:


The Recreation Manager is responsible for the successful planning, execution, and evaluation of a wide range of events and programs and management of permitting activities for the City’s parks and community centers. This role requires a strong understanding of event management principles, programming, and the City’s permitting structure. The Manager will supervise personnel and work closely with City colleagues, stakeholders, vendors, volunteers, and community members to ensure the smooth operation of all events and programs, along with the City’s recreational permitting responsibilities. Performance is reviewed through periodic checks, conferences, analysis of reports, budget management and evaluation of results achieved.


This is a full-time position with some nights and weekend work for events, programs and meetings.

DUTIES AND RESPONSIBILITIES:

Job functions include, but may not be limited to the following.


Event Planning and Management

  • Develop and implement comprehensive event plans, including budgets, timelines, and logistics.
  • Coordinate with vendors, contractors, staff and volunteers to ensure all event aspects are executed successfully. This position works closely with Parks and Public Safety.
  • Attend events and oversee event setup, breakdown, and cleanup.
  • Monitor event attendance and evaluate event success.


Programming 

  • Develop and implement a diverse range of programs that align with organizational goals and community needs.
  • Recruit and manage volunteers and staff for programs.
  • Coordinate program logistics, including scheduling, budgeting, and marketing.
  • Evaluate program effectiveness and make necessary adjustments.


Permitting Supervision

  • Oversee the development and implementation of the permitting process for all Recreation Department functions, to include rentals, special events, etc.
  • Review and process permit applications for various activities, including park and facility rentals, special events, etc.
  • Ensure that applications meet all applicable city codes, ordinances, and regulations.
  • Coordinate with other city departments, such as planning, zoning, and building inspections, to obtain necessary approvals.
  • Issue permits or denials as appropriate.


Stakeholder and Volunteer Management

  • Build and maintain strong relationships with community members, sponsors, volunteers and other stakeholders.
  • Communicate effectively with stakeholders regarding event and program updates and progress.
  • Address stakeholder concerns and questions in a timely and professional manner.
  • Coordinate volunteers and stakeholders


Staff Management

  • Assign tasks and delegate responsibilities to team members.
  • Provide training and development opportunities for staff.
  • Conduct performance reviews and provide feedback.
  • Address performance issues and disciplinary actions as needed.
  • Foster a positive and collaborative work environment.


Budget Management 

  • Develop and manage the annual Recreation budget in conjunction with the Department Director and develop and manage budgets for all events and programs.
  • Monitor expenses and ensure adherence to budget guidelines.
  • Identify cost-saving opportunities and implement strategies to maximize resources.


Other Duties

  • Serve as City liaison, or delegate the responsibility upon Supervisor’s approval, to the Arts, Recreation and Culture Committee.
  • Oversee the contract routing and approval process for Recreation department agreements. 
  • Periodically attend nighttime City Commission meetings and out-of-town conferences.
  • Prepare correspondence, forms, reports, records, requisitions, etc.
  • Respond to emergency calls and ensure a prompt response. Coordinate with other City staff and Department Director as appropriate. 
  • Perform other related duties, as required.


Education and Experience:

  • Bachelor's degree in event management, parks and recreation administration, or a related field.
  • Minimum of 5 years of experience in event management, recreation management, programming, or a related field. Supervisory experience and government experience preferred. 


Licenses and/or Certificates:

  • Valid driver’s license with a satisfactory motor driving record. 


Knowledge, Skills, and Abilities:

  • Strong understanding of event planning principles and best practices.
  • Knowledge of City permitting regulations and procedures.
  • Excellent organizational and time management skills.
  • Strong communication and interpersonal skills.
  • Ability to work independently and as part of a team. Supervisory skills. 
  • Proficiency in Microsoft Office Suite and event management software.  
  • Experience in budgeting and financial management.

Salary : $51,189 - $67,808
