Performs managerial work planning, coordinating and directing all public works related projects and tasks in the City, including engineering and technical services, traffic signs, public lands and buildings, solid waste services, streets and drainage systems, stormwater treatment and permitting, and maintenance of City vehicles. Serves in a key manager capacity, with considerable independent judgment, representing the City Manager as needed. In this critical role, this person works with emergency responders, community leaders, and government officials to create effective emergency management strategies that protect public safety and minimize harm. Specific responsibilities include conducting risk assessments, developing contingency plans, organizing response teams, and communicating with the public during crises. - Plan, direct, organize and schedule work of all City Public Works Divisions; interview, make hiring recommendations and evaluate performance of subordinates engaged in the direction of each Division; oversee the direction of employees and consultants engaged by the City.
- Develop and administer departmental budget, monitor expenditures to ensure proper use of funds; exercise authority to approve departmental expenditures; negotiate and manage contracts for various public works projects.
- Develop long-range goals, objectives, policies and priorities for the Public Works Department; prepare a 10-year Capital Improvement Program.
- Investigate and resolve public complaints and requests according to established policies and guidelines; consult with City Manager and make recommendations on matters not covered by specific policies and guidelines.
- Coordinate with the Neighborhoods Department regarding Parks and Recreation staffing and equipment needs.
- Coordinate with and support Public Utilities and the City Engineer, as requested.
- Assist City Manager with long-range planning of streets, transportation and drainage matters; represent the City and coordinate activities on public works and engineering matters with City, State and Federal officials.
- Coordinate with City Engineer on engineering studies and submit required reports and make recommendations to City Manager and City Commission.
- Prepare staff reports and make presentations to the City Commission as directed by the City Manager.
- Review and approve plans for Public Works, sign permit applications, clearance requests, etc.
- Act as project manager for City construction projects.
- Review and approve residential and commercial building permit applications for proper stormwater function and higher-level permit requirements.
- Review and approve permits for work in the City Rights of Way by utilities and residents.
- Review work and progress of public works projects; review and analyze statistical and accounting reports to determine trends and performance records of public works activities.
- Perform detailed pavement condition inspections, prepare reports and profile drawings for a variety of roadway related projects.
- Perform field inspections of construction sites and/or roadways to determine condition, verify measurements and collect other date; research records to determine location of construction site, property ownership and existing property structures.
- Prepare and update various maps of roadway systems in coordination with the City’s GIS.
- Prepare bid analysis and staff reports for construction projects.
- Prepare Requests for Proposals (RFP), assist in evaluation of proposal responses and negotiate contracts with engineering, geotechnical, survey and environmental services providers; prepare staff report with recommendations.
- Develop and administer planning and preparations for severe weather events and storm debris removal, including liaison with local governments and contingency contracts as necessary. Supervise City crews and monitor contractors conducting storm debris removal.
- Prepare or review regulatory permit applications for City construction projects.
- Coordinate complex projects with contractors, developers, City and County officials, regulatory agencies, employees and the general public.
- Monitor compliance with stormwater permitting agencies and update City technical information for Stormwater Utility billing.
- Give briefings and orientations for official visitors and civic groups on public works activities.
- Have ability to use standard office computer programs (e.g., MS Office Products) to produce reports, spreadsheets and presentations.
