Job Summary
Provide a key role for the Department of Building, Planning, and Development (BPD) functioning as the Building Inspector / Code Enforcement and working closely with the Permits and Licensing Coordinator. The individual filling this position will review plans for Class 1 and Class 2 structures, conduct inspections on Class 1 and Class 2 structures, perform administrative tasks related to building permits and inspections, and provide professional guidance to and assist the general public, construction industry professionals and government agencies with code compliance questions.
Essential Duties and Responsibilities
Conducts field inspection of residential, commercial, and industrial structures to determine compliance with applicable laws, codes, ordinances, and specifications concerning construction. Reviews building and project plans when necessary to determine code compliance.
Documents investigation activities with detailed inspection results, forms and other documents, photographs, entry into departmental database management system, and maintaining daily activity logs.
Receives and investigates complaints of alleged violations of federal, state, and local building codes, including performing on-site inspections, interpreting/applying codes, determining appropriate action, notifying violators, and discussing, negotiating resolution. Periodically initiates legal action for unresolved violations, such as halting construction, notifying legal counsel, and/ or testifying in court as required.
Maintains detailed records, such as inspections correspondences, and related actions, compiles and prepares reports as required or requested.
Participated in departmental team development, training and meetings as required.
Performs general building maintenance and schedules contractor maintenance of City Hall according to Budget allowance.
Maintains current knowledge of applicable federal, state and city codes by regularly researching codes, standards, guidelines, and related revision, and periodically attending seminars, webinars, and /or workshops.
Preforms a variety of field and office work in support of the City’s local code enforcement program, enforces compliance with City regulations and ordinances including those pertaining to (UDO), and other matters of public concern.
Conducts regular patrol and field investigations of various districts and properties/areas therein the City for visible violations including but not limited to alterations and work requiring zoning review and/or permit issuance; attempts to make contact at the residence or business on order to resolve violations; issues and posts warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations.
Schedules and performs follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances.
Patrols City in a city vehicle to identify and evaluate problem areas and/or ordinances violations; may respond in coordination with the City’s Police Department regarding law violations and determines proper method to resolve violations.
Job Requirements
High School diploma or equivalent required; experience on the building construction industry required; vocational certificate/college degree in construction management, construction technology, or related field is preferred.
Minimum five (5) years’ work experience , prefer two (2) years prior experience as a municipal or county building inspector.
Possession of or ability to obtain International Code Council certificate as a residential and Commercial Building Inspector within 12 months of employment.
Thorough knowledge of and ability to make practical application of and keep up to date with State and local building codes and ordinances, with knowledge of principles, methods, safety rules, and equipment used in construction trades.
Working knowledge of standard office procedures and computer software programs used by the department, including but not limited to word processing, email, and database software, with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations
Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare correspondence, documents, and detailed reports, including typing and data entry skills.
Ability to read and interpret detailed prints, site and floor plans, specifications, and maps, and perform arithmetic calculations.
Ability to effectively communicate orally and in writing with co-workers, other City departments, contractors, property owners, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, and work rapidly for long periods, occasionally under time pressure.
Ability to understand memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to provide public access to or maintain confidentiality of City/Department information and records according to State requirements.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to provide testimony in legal proceedings and court as required.
Ability to occasionally work extending and evening hours, travel out of town for training, sometimes overnight, and respond to emergencies on a 24-hour basis.
Possession of a valid driver's license and demonstrated safe driving record.
