DESCRIPTION
Reports to the Airport Executive Director. Senior staff member responsible for all administration, supervision, oversight, and technical functions associated with the Airport’s FAR Part 139 (Airport Safety) certification and risk management programs. The Director of Operations also serves as the primary Airport Security Coordinator (ASC); Responsible for adherence to federal security regulations (TSR 1542) and the maintenance of the Airport Security Program (ASP). Responsible for maintaining a safe, secure, and efficient environment for Airport users and tenants. Duties include airfield operations and emergency response. Position is accountable for developing and maintaining effective working relationships with Airport tenants, public officials, governmental agency representatives, Airport staff, and the public.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Ensures airport compliance with applicable federal regulations; oversees Airport self-inspection program – identifying, resolving, and disseminating discrepancies.
- Directs and manages operations agents by formulating and executing airport operational procedures, techniques, policies, and training programs. Hires, evaluates, and schedules staff. Manages the annual departmental operating budget.
- Writes, implements, and maintains the airport certification manual (ACM), the Airport Emergency Plan (AEP), and movement area driver training. Serves as the primary Airport Security Coordinator (ASC). Opens and leads the Airport EOC and may act as Airport Liaison for the County EOC during emergencies.
- Responsible for insurance compliance, risk mitigation, and policy adherence. Works closely with the County Risk Management Department. Maintain oversight and contractual relationships with ground transportation entities (e.g. taxicabs, rideshare, shuttles, etc.). Manages use and access of all Airport parking lots and related systems (e.g. access permits, rental cars, etc.)
- Directly or through consultants, manages and maintains the Airport’s Spill Prevention, Control and Countermeasures (SPCC) plan, Storm Water Pollution Prevention training, renewal of the Airport’s annual National Pollutant Discharge Elimination System (NPDES) permit, and other related environmental requirements.
- Performs other duties of a similar nature or level.
MINIMUM REQUIREMENTS
Education: BA/BS in Aviation Management or related occupational field of study.
Experience: A minimum of 5 years of progressive airport operations experience.
Knowledge/Skills/Abilities:
- Familiarity of the Airport environment, operational regulations, aviation standards and procedures.
- Demonstrated strong decision making, multitasking, leadership and managerial skills.
- Knowledge of principles and practices of administrative management, contract administration, and purchasing procedures.
- Knowledge of developing and administering departmental budget.
- Flexibility to work rotating shifts, on call, overtime, and possibly weekends and holidays.
- Oral and Written Communication
- Demonstrated ability to work with diverse teams
- Strong computer and technology skills (Microsoft Office preferred)
Some positions may require:
- Accredited Airport Executive (A.A.E.) desired.
- Employment is contingent upon background investigation. Must pass Criminal History Record Check and Security Threat Assessment. Must maintain appropriate security status at all times.
OTHER
This position requires staff call-up in an emergency situation and travel from office to other locations.
