DESCRIPTION
Senior Executive level position that serves as the principal public procurement official for the Consolidated Government. The Director provides leadership and day-to-day direction for the Procurement Department, including management of mail and courier services; printing services, and centralized procurement of all goods and services in compliance with current federal, state, and local laws, ordinances, regulations, and policies. Reporting to the County Administrator, the Director works with co-workers, directors, elected officials, civic organizations, volunteers, media, and the public to achieve cost effective and successful departmental results.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Directs purchasing activities, including sourcing, bidding, negotiating, and contracting for goods, services and equipment. Oversees automated purchasing system; approves and directs emergency purchasing; oversees the disposal of surplus property; oversees contract compliance reviews; and maintains current knowledge of supply sources, product developments, contract availability, regulations, policies, and procedures for governmental procurement.
- Organizes, prioritizes, and assigns work activities for the procurement of supplies, goods, and services: prioritizes work activities to meet objectives; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to Consolidated Government administrators and elected officials.
- Develops and implements long- and short-term plans, goals, and objectives for department: researches, assesses, and develops procurement strategies to optimize cost savings and operation efficiency for the Consolidated Government purchasing needs; and implements needed changes, modifications, and/or enhancements.
- Develops, implements, and updates policies and procedures for department: formulates and develops work methods and practices, policies, standard operating procedures, and training programs; monitors implementation of rules and regulations; and evaluates supplier’s performance and conducts periodic reviews to ensure they meet quality, cost, and delivery standards.
- Develops, defends, and implements department budget: monitors expenditures and revenues to ensure compliance with approved budget; and identifies opportunities for improved efficiencies and new sources of funding.
- Oversees print shop activities: monitors and ensures the design and production of printed materials; and ensures proper use of related equipment and supplies.
- Oversees mail delivery and courier service functions; ensures efficient processing and delivery of in-coming, out-going and interoffice mail; monitors postage use and rates; and ensures maintenance and proper use of related equipment and supplies.
- Performs other duties of a similar nature or level.
MINIMUM REQUIREMENTS
Education: Bachelor’s Degree in Business Administration, Public Administration, Accounting, or related field required
Experience: Five years of progressively responsible experience in managing procurement operations within a large-scale public sector organization, and ten years in the field
Knowledge/Skills/Abilities:
- Knowledge of the principles and practices of purchasing and current commodity and market conditions
- Knowledge of the principles and practices of public administration and standard business practices
- Knowledge of basic contract law and federal, state and local purchasing laws and regulations
- Knowledge of public budgeting, accounting and planning practices
- Skilled in using computerized purchasing applications
- Ability to communicate effectively both orally and in writing
- Strongly skilled in contract management and negotiation strategies
Licensing/Certification:
- Must possess (or obtain within 30 days of hire) and maintain a valid Georgia or South Carolina driver's license.
- Certified Public Purchasing Official (CPPO), Certified Professional Contract Manager (CPCM), or Certified Purchasing Manager (CPM) is preferred.
This position requires staff call up in emergency situations.
Travel from the office to other locations is required 50% or less.
