DESCRIPTION

This position is responsible for the management, execution and supervision of roadway, drainage, right-of-way and other infrastructure maintenance contract services including all accessory actives, and wide variety of service requests initial site investigations. In addition, provides field support to Engineering Assets Management Operation. The position provides infrastructure and right-of-way maintenance services within the guidelines of County and departmental procedures and regulations, accepted engineering standards and surveying methods, state guidelines, and approved development & construction plans, and manages the effective use of assigned resources to improve organizational productivity and customer service. Provides complex and responsible support to the Assistant Director, Engineering Maintenance and works with co-workers, employees, private engineers, contractors, developers, surveyors, other City Departments, state & federal agencies, and the public.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Plans, manages, and oversees the daily functions, operations, and infrastructure & right of way maintenance activities of the assigned contract services and field operation staff, including overseeing investigating maintenance operations wide variety of public & Engineering other operations work requests.

Participates in the development and implementation of goals, objectives, policies, and priorities for the Engineering Maintenance division; recommends within division policy, appropriate service and staffing levels; recommends and administers field operations policies and procedures.

Manages contract services workflow, scheduling, completed work quality assurance / quality control and compliance with contract terms & conditions. Conduct periodic contacted work performance assessment and work progress meetings.

Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.

Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements field operations efficiency enhancement procedures. Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.

Performs other duties of a similar nature or level.

Work with Fleet Maintenance Shops for maintenance of equipment / vehicles assigned to Engineering Maintenance Operations.

Work with Engineering In-house maintenance workforce managers for infrastructure & right of way maintenance workflow continuity and optimization.

MINIMUM REQUIREMENTS

Education : Bachelor's Degree in Construction, Engineering Science, or Civil Engineering Technology or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job.

Experience : Six (6) years of increasingly responsible experience in public works maintenance operations management with emphasis on drainage & roadway infrastructure & related contracts management, construction, or engineering and operations, including three (3) years at a supervisory level & contract management.

  • Provide administrative, management, and professional leadership for the assigned operation(s).
  • Effectively administer special projects with contractual agreements and ensure compliance with stipulations; effectively administer a variety of public works maintenance and operations programs and administrative activities.
  • Evaluate and develop improvements in operations, procedures, policies, or methods.
  • Read and interpret maps, plans, sketches, schematics, diagrams, blueprints, and engineering drawings.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Analyze, interpret, summarize, and present technical information and data in an effective manner.
  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Effectively represent the department and the City in meetings with individuals; governmental agencies; community groups; various business, professional, and regulatory organizations.
  • Learn and understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Communicate clearly and concisely, both orally and in writing.

  • Performance Aptitudes :

    Physical Abilities : Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 30 pounds or heavier weights of up to 50 pounds on a frequent / occasional basis, in all cases with the use of proper equipment and / or assistance from other staff.

    Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

    Environmental Factors : Work in the field and exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and / or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures
